Overview of UK Emissions Trading Registry • UK ETS Registry – not National Registry under Art. 7.4, but may become it • Not a trading platform – transfers v trades • Web-based, interactive and real-time • Firms (Legal Entities) and others and UK Government hold accounts • Two ‘sides’ Regulators and Users
Regulators Regulators can do all of this plus, among other things: • Allocate allowances • Retire allowances • Flag allowances • Suspend/freeze accounts and users • Report on whole system
Lessons Learnt forNational Registries National Registries must not be a barrier to trading. Issues to consider (in no particular order!) include: 1.Getting experts in soon – IT and Business 2. Balancing security and transparency 3. Getting the look and feel right 4. Availability, Reliability and Resilience 5. Usability System and User Support 6. Legal Issues (liability and confidentiality) 7. Intercompatability
How did we do it? • Design phase (January – March 2001) Consultation with ETG Preparing Technical Specification • Development Phase (October 2001 – March 2002) Development Consultation Testing • Delivery Phase (March 2002 – onwards) Going live User documentation/support System Maintenance
Has it been a Success? • Plenty of interest • Users are happy – quiet helpdesk • Plenty of trading • 200 accounts opened - wide range of users
