Biennial Meeting '08 Mandate of OPCPR • Policy formulation and interpretation • Support and advice to Regions • Review of major and complex procurement processes/contracts • Monitoring implementation initiatives • Ensure consistency across regions (tools, guidance notes, etc.) • Collecting and disseminating best practice • K&L Strategy and Training Programs • Harmonization • Outreach to partners in private sector and CSOs
Biennial Meeting '08 Bank Procurement Perspective • Reviews and audits findings • Quality Asssurance arrangements in place in Regions and generally sound • Some specific/specialized procurement issues not always supported with appropriate guidance to staff • Increased role of PSB • Regional variances but largely in line with decentralization • Adequacy of controls to be addressed • Lack of clarity of roles of PSs vs TTLs in Task Teams • Need to improve consistency in implementation of post-reviews (conduct and follow-up)
Biennial Meeting '08 Procurement Work Program • Actions taken or under implementation • Updating Bank operational procedures • Risk-based approach to procurement (dynamic risk assessment, revised PPR Template, …) • Capacity Development (K&L strategy, Accreditation review, Certification Program, Training) • Templates (PAD Procurement Annex, Procurement Plan) • Guidance notes (Emergency, PPP, …) • Improve Collaboration with INT and Regions • Revision of Sanctions regime • Ehanced management of F&C • Harmonization of regional practices
Biennial Meeting '08 Main achievements of WB-CICA relationship in last 5 years • Constructive dialogue on common issues of interest with regular meetings • Revision of MDB Harmonized GCs agreed between MDBs and FIDIC to address clauses CICA deemed unbalanced • Incorporation of CLSs as part of the MDB Harmonized GCs • Measures to address late payments/lack of payments by employers • Valuable comments from CICA during consultation on UCS • Broadening of partnership to all MDBs and FIDIC
Biennial Meeting '08 Global financial crisis: new challenges, new approaches • Changing world and crisis require creative thinking to improve aid effectiveness (e.g. harmonization, UCS, anti-corruption initiatives) • While continuing discussion of pending issues (e.g. unbalanced clauses), focus should be on “big picture” items --possibly experiencing through pilots-- with potentially more meaningful & rewarding benefits • An even more inclusive dialogue: other stakeholders inside (e.g. other networks such as PREM on GAC, INT on F&C, ..) & outside the Bank (e.g. borrowers -pilots, civil society -governance)
