  3. 預審面談Prequalification Interview • 2006年10月,33家專業建築顧問公司,包括建築師事務所、規劃設計公司及環境顧問公司,獲邀對校園發展計劃表達興趣。 • 2007年1月,校方為9家有興趣的顧問公司舉行簡報會,並讓其勘察校園。 • In October 2006, 33 architectural firms including architects, planners and environmental consultants were invited to express interest on the Campus Master Plan (CMP) Project. • A briefing session and campus tour were arranged in January 2007 for 9 interested architectural firms.

  4. 預審面談Prequalification Interview • 2007年3月,校園發展計劃督導委員會與顧問公司進行預審面談後,選出4家顧問公司進入第二輪的設計比拼。 In March 2007, consultants were invited to make presentation to the Steering Committee on CMP and 4 consultants were shortlisted to enter the second stage limited design competition.

  5. 邀請提交初步規劃建議書Invitation of Preliminary Master Planning Proposals (PMPP) • 初步規劃建議書的草擬 ,旨在引發大學成員的討論及思考。 • 2007年3 月,校方邀請4家獲篩選的知名建築顧問公司就校園發展計劃提交初步建議,包括: • The drafting of the PMPP aims to stimulate discussions and thoughts among University members. • In March 2007, 4 renowned architectural teams were shortlisted to prepare the PMPP:

  6. 邀請提交初步規劃建議書Invitation of Preliminary Master Planning Proposals (PMPP) • 凱達環球有限公司 / 葛艾活建築師事務所 (Edward Cullinan Architects) (英國) • 李景勳‧雷煥庭建築師有限公司 / 摩爾樂伯約德建築及規劃設計事務所  (美國) • 劉榮廣伍振民建築師事務所 (香港) 有限公司 / Woods Bagot (澳洲) • 巴馬丹拿建築及工程師有限公司 / Perkins + Will (美國) • Aedas Ltd / Edward Cullinan Architects (UK) • Andrew Lee King Fun & Associates Architects Ltd / Moore Ruble Yudell Architects & Planners Ltd (USA) • Dennis Lau & Ng Chun Man Architects & Engineers (HK) Ltd. / Woods Bagot (Australia) • P&T Architects & Engineers Ltd / Perkins + Will (USA)

  7. 邀請提交初步規劃建議書Invitation of Preliminary Master Planning Proposals (PMPP) • 2007年6月,顧問公司提交初步規劃建議書,就校園規劃的設計概念、方法及取向提出初步建議,並呈交顧問費建議書及展出規劃模型。 • In June 2007, shortlisted consultants submitted preliminary proposals on the design concept, methodology and approach of the CMP, as well as fee proposals and planning models.

  8. 督導委員會的評選Selection by the Steering Committee • 校園發展計劃乃一項持續發展的過程,初步規劃建議書只是用作評審其團隊的規劃理念及能力 。 • 督導委員會著重揀選一隊卓越的專業團隊,而非顧問公司提交的初步規劃建議書。 • Campus master planning is regarded as an ongoing process and the PMPP is only a measure of the planning approach of the team and their capability. • The Steering Committee focused on selecting the team rather than the preliminary submissions.

  9. 督導委員會的評選Selection by the Steering Committee • 2008年1月至2月,督導委員會根據評選顧問公司的指引,分別就規劃建議及顧問費建議進行評審。 • In January – February 2008, the Steering Committee conducted a two-stage assessment including the technical assessment and the fee assessment according to the Selection Guidelines for the Consultant.

  10. 評選指引Selection Guidelines • 初步規劃建議書 / 顧問費建議書的評審比重 = 70:30 • 評選指引: • 對建築資料摘要 (Brief) 的回應 (40%) • 規劃方向及方法 (30%) • 策劃團隊的組成及項目時間表 (30%) • Technical Proposal / Fee Proposal Weighting = 70:30 • Selection Guidelines: • Response to the Brief (40%) • Planning Approach & Methodology (30%) • Composition of Study Team & Work Programme (30%)

  11. 評選指引Selection Guidelines • 團隊的承擔及實力、 創意、實用性、可持續性、對傳統文物及環境的保護、行人往來及行車安排、景觀及建築設計方向,以及成本等,均是評選的重要準則。 • Team dedication& strengths, innovativeness, practicality, sustainability, heritage preservation, environmental conservation, pedestrian and vehicular traffic, landscape & building approach, and cost are important considerations.

  12. 督導委員會的推薦Recommendation by the Steering Committee • 經過審慎的評選,凱達環球有限公司 / 葛艾活建築師事務所 (Edward Cullinan Architects) 獲得最高評分,獲督導委員會一致推薦為校園發展計劃的顧問公司。 • After rigorous assessment, Aedas Limited / Edward Cullinan Architects (UK) is the highest-scoring tender unanimously recommended by the Steering Committee as the Consultant for the CMP.
