Communication with state organs • Representative of REC stated about unwillingness of that organ to change its Rules of procedure at this moment and to publish content of reports on campaign financing; and on the other side, readiness to perform report verifying and to bring misdemeanor procedures • RBA didn’t respond to question in which way will they check if the broadcasters fulfilled obligation to treat participants of the election campaign equally (e.g. if the broadcasters offered same conditions for advertising to all political parties) – according to available information RBA won’t collect data on that, they will only react to complaints of some interested entity • Ministry of Finances in short period of time delivered information on allocation of budget assets
Research methodology • Focus on data which should separately be stated in reports as campaign expenses • Comparing with data from official reports (when they become available) • Source of information: Specialized agencies, engagedobservers, data from media, “insider” information – political parties, media, businessmen, marketing experts
Collected data Collected data: • Commercials broadcasted on national televisions • Rented media space on national televisions • Adds published in Belgrade newspapers • Estimation of the number of rented billboards • Estimation of the price of printing and distribution of posters, pamphlets and promo materials Data that TS is currently collecting: • Expenses of renting conference premises and sport halls • Expenses of advertising in local media
Budget financing • According to decision on using the assets from budget reserve for financing of campaign 323. 026.000 RSD was secluded from the budget. • First share of assets (in equal amounts, 3,230.026 RSD) was paid on January 19th 2007 • Second share of assets, according to number of gained mandates, and on the bases of information determined by REC, was paid on January 30th 2007. • Consequences of repeating the elections: if it comes to change in the number of gained mandates, amount of allocation will be changed • Obligation of the parties from article 10, para 3 of the Law: If the funds paid pursuant to provision of Article 1 of this Article exceed the amount of funds spent for the election campaign up to election day, the difference shall be returned to the budget of the Republic of Serbia, and/or territorial autonomy unit and local self-government unit, within ten days from the day of payment. Deadline for refunding the assets expires today!
Limitations • Which is the limit for expenditures in election campaign: one that could be for all the participant of the elections is 64.605.200 + 3,230.026 RSD • Largest donation allowed for single legal entity is 1.292.104 RSD • Largest donation for single physical person allowed is 323.026 RSD

Billboard advertising • Calculated expenses of rent, besides which there are expenses of printing and installing (between 2 and 30 thousand euros per list) • TS on the bases of samples estimated total number of rented billboards by weeks; that number is multiplied with average price of one week’s rent • Amount of assumed discount is calculated on the bases of discount that Government of Serbia got for advertising in referendum campaign
