  2. Rural Housing Enabler Partnership • Network of 6 Rural Housing Enablers across North and East Yorkshire • Linked to the York, North Yorkshire and East Riding Strategic Housing Partnership • Funded primarily by housing associations and local authorities

Role of the Rural Housing Enabler AIM: to increase the supply of affordable housing in Scarborough & Ryedale’s rural areas through: • Identifying rural housing needs by working in partnership with Parish Councils and other rural partners • Working with landowner/agents and Planning Authorities to assist with the identification of suitable sites. • Working with Highways/Consultees to gauge likelihood of planning approval • Working with Housing Associations to fund and develop schemes • Working with partners through to allocation stages and beyond

Is there a need for affordable housing in rural areas? • Long-term upward trend in house prices – local incomes not keeping pace • The supply of social rented housing has reduced at a faster rate in rural locations than in towns • Availability of land for development is much restricted; schemes are more complex and costly • Rural communities require a mix of ages, skills and household composition • New housing helps to protect working rural communities and keep local services going

Community Housing Fund • £300 million DCLG programme over 5 years, starting in late 2016/17 • Announced in Chancellor’s March 2016 budget, with income generated from increased stamp duty on buy-to-let landlords • Scarborough Borough Council received £1.8m and Ryedale District Council received £431,000 for community based housing schemes • Community First Yorkshire is working with RDC to tackle the problems of providing local housing for local people at an affordable price • The Hub set up to provide technical support on matters of legal advice, finance, architectural and other professional services

  8. Community Led Housing Community-led housing schemes have six main features: • They put local communities in the driving seat. You decide where homes are built, what they look like and who occupies them; you create community assets which can generate income for your town or village which can be used to support other local priorities • They are usually small scale – most developments are less than 10 homes and some are much smaller. No two developments are the same. • Although most schemes are usually set up and run by local people in their own communities, many are also supported by housing associations, local authorities or regional and national organisations

Community Led Housing • They provide genuinely affordable homes for rent, shared ownership, saleor self-build on sites that are often difficult or even impossible for mainstream housing providers to develop • Schemes meet long-term local housing needs, by the community exercising full control over how and where the homes are provided and retaining a legal and/or financial interest in them, ensuring they will always be available to local people who need them and at a price they can afford  • Community-led housing is not for profit, involving considerable voluntary effort from those who decide to become involved. It’s an effort that many communities across the country have already made, with many successful developments initiated by Parish Councils

HinderwellAlmshouses • HA Trust wanted to convert office space into 2 new flats • Feasibility work done in 2018, estimated cost £120K • Trust raised £60K themselves through mix of funding grants • SBC matched with £60K from Com Housing Fund • Local contractor did the work completed in April 2019

  11. Role of the housing association in CLH Housing associations can play a variety of roles in supporting and enabling community-led housing. The roles will depend on the needs and requirements of the community group (client): • They can offer initial advice and guidance or more advanced help such as help with funding, developing a scheme or writing a business plan • Acting as development agent: project design, site investigations, land acquisition, appointing contractors and project management • With the client being the CLH group, the HA will follow what the brief and not impose their own specification • If no HE funding then the land and buildings will be owned by the Trust. The Trust can create their own lettings agreement and can manage the properties themselves or employ a HA to do it for them
