Performance for whom? Care Quality Commission (CQC), which regulates Councils with Adult Social Services Responsibilities Providers of social care services, like nursing homes Agencies sponsored by the Department of Health, like the Care Services Improvement Partnership (CSIP) Audit Commission, which uses CQC’s performance assessment in Comprehensive Area Assessment People who use the service and the people who pay for it Adult social care
The old system Management by measurement Some examples of Best Value Performance Indicators: The proportion of assessments completed in four weeks Proportion of older people who get a service to help them live at home Performance indicator results and some other commentary were sent to the Regulator in May A performance assessment exercise yielded the social services Star Ratings in November
Why replace the old system? Concern that it was burdensome It measured effort, not achievement Unsuitable for Comprehensive Area Assessment
The new system “Outcomes” Improved Quality of Life Increased Choice and Control Some National Indicators measure achievement NI 128 “User-reported measure of respect and dignity in their treatment” More than national statistics Local performance measurement More self-assessment The stories of individuals count
What did this mean in Wiltshire? Five “Areas for Developments” identified by CSCI in the last year of the old system Complete more assessments faster Give more older people a service to live at home Give more support for carers Give more people money to buy their own services Improve recording of ethnicity for staff and people who use services
How did we do? We studied the Areas for Development to see what they really meant We improved in all five areas We developed a local performance measurement system to tell Wiltshire’s story
