Interpreting the Constitution • 9. Necessary and Proper Clause= gives Congress the authority to make laws that are necessary and proper to carry out duties • 10. Strict interpretation- only what is contained in the Constitution • 11. Loose interpretation- anything that can be implied or is not specifically stated in the Constitution • 12. SUPREME COURT has final say on interpretation
