Government Decision Cabinet approved the development of a Lead Agency Framework on 10 August 2009 • Applies to • State initiated projects and • Major private projects, and those of significance to the State • Premier or relevant Minister will nominate a lead agency to manage a project through approvals processes • Administrative, not statutory process
What is a Lead Agency? • The primary contact and source of information about Government approval processes, for proponents of major, or State significant projects • A case manager for major or State significant projects during the approvals process • A problem solver when approvals processes are stalled
Why have Lead Agencies? • Improving approvals process a high priority for State Government • Help achieve development goals for Western Australia • Better co-ordination and more efficiency across government
Who is a Lead Agency? Five agencies identified: • Department of State Development(major resource, industry and infrastructure projects) • Department of Planning(urban/regional land development) • Department of Mines and Petroleum(minerals and petroleum exploration and extraction projects) • Department of Transport(air, roads, ports projects planning and delivery) • Department of Regional Development and Lands(Royalty for Regions funded projects)
What this means for Project Proponents • Clear identification of approvals required, timelines and the level of assistance to be provided • A point of contact and support over whole approvals process • Responsibility to provide accurate timely information and meet approvals requirements
Proponent works with lead agency and other stakeholders to scope project and level of assistance Schedule requirements, timelines and milestones Approving agencies assess proposal. Lead agency monitors progress, resolves delays Decision makers grant or refuse approval The Lead Agency delivery process
State Development’s Lead Agency Role The Department of State Development is the lead agency for major resource, industry and infrastructure projects.
