  2. PLANNING REGULATIONS FOR THE FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM (FTIP) • 23 CFR 450.324 • 23 CFR 450.216

  3. What Is a Federal Transportation Improvement Program (FTIP)? • A subset of the Federal Statewide Transportation Improvement Program (FSTIP) • Planning document covering a period of no less than 4 years • Planning document governed by CalTrans that lists federally funded projects at the state, local, and federal level • Includes a direct linkage to federal air quality requirements for “conformity”.

  4. FTIP must be consistent with the following documents : • Regional Transportation Plan (RTP) • Federal Statewide Transportation Improvement Plan (FSTIP) • National Environment Protection Act (NEPA) document

  5. How does the FTIP become part of the FSTIP? • Developed in cooperation with the MPO, • Approved by the MPO and the Governor or his designated representative, and after conformity findings are made, • Included without change in the FSTIP, directly or by reference

  6. Development of the FTIP include: • Development: • Opportunity for public comment • Funding estimates • Updating and approval

  7. Contents of the FTIP include: • Financially constrained • Public involvement • Consistent with the RTP, FSTIP, and NEPA document • Capital and non capital surface transportation projects that requires action by FHWA or FTA • Regionally significant projects • Preliminary engineering environment/NEPA, right-of-way, design, or construction (project or phase)

  8. Financial Constraint in Relation to the FTIP… • By year and funding category include sufficient financial information to be implemented • using current revenues • proposed revenue sources. [23 CFR 450.216 (m)] • In nonattainment and maintenance areas • projects included in the first two years of the current FTIP shall be limited to those for which funds are available or committed [23 CFR 450.216 (m)] • Operations and maintenance • Historic data applied on a per-lane mile and functional classification basis or an annual lump sum basis • Bridges: per-square foot of bridge deck area basis • Transit operating costs: general mode type on a revenue mile or passenger mile basis • Revenue and cost estimates for the TIP must use an inflation rate to reflect “year of expenditure dollars”

  9. What is regionally significant? • A facility which serves regional transportation needs and would be included in the modeling at arterial highways and transit facilities [23 CFR 450.104] • Examples: • Major activity centers • Major planned development • Sports complexes • Employment centers • Transportation terminals

  10. FTIP in Relationship to Conformity • In nonattainment or maintenance areas, FTIP include transportation projects included in the regional emissions analysis that support the conformity determination [23 CFR 450.216 (b)] • FTIPs in nonattainment and maintenance areas are subject to the FHWA/FTA conformity findings before their inclusion in the FSTIP. [23 CFR 450.216 (b)]

  11. Congestion Management Process (CMP) in Relation to the FTIP • Pertains to Transportation Management Areas (TMAs) • nonattainment areas for Carbon Monoxide and Ozone • restrictions on programming for Single Occupancy Vehicles (SOV) projects
