Group Emergency Services 1/4 • Jamestown, 24 MAY. Several members from Southtowns went to Jamestown to train their members as well as the Canadian Air Cadets. 1 new GTM3 was approved. • SAREX 7-8 JUN: • WNY Group covered all but one of our assigned targets. Attendance was low, but understandable considering timing of event VS school graduations, finals, SAT/ACT testing. • Lt Col Diane Wojtowicz acted as IC for our base, brought an incredible amount of knowledge and experience with her. Advanced our knowledge and abilities several steps. • Lt Col Bill Hughes attended on Sunday as our pilot. Both had many compliments for WNY group and are planning on coming back to assist us. • We had a trainee on every air sortie, several members completed their final qualifying flights, approval by wing is pending for most. • Ground team training was slightly limited due to a change from our normal routine, ground teams were used for disaster recon and photography. Excellent training opportunity, we need to work in more camera training for GT's. • Mission Base Staff did an outstanding job! • Col Perta, Lt Col Carello and NER Chaplain flew in to Akron base, many compliments from all. Col Perta singled out our safety briefing as Excellent in the after action report and hot wash. • Multiple new qualifications were earned including PSC, AOBD, GBD, MSA MS, MO, MSA & LSC. • Identified issues - • Communications, need better co-ordination with adjoining group. Unsure of how to achieve this, • multiple messages ignored by other group. Also need VHF antennas dedicated to Akron, HF antenna • also being looked into. Units, Please DO NOT use Skills Evaluator appointment section of ops quals. • Message sent to all unit commanders, deputies & ES officers. • SARTAC is being reevaluated by NYW. • New Incident Commander appointment/training procedure.- • NYW has removed the requirement that IC3 trainees attend the SARTAC mission base staff school. • New trainee candidates must be currently qualified as an Operations Section Chief, and a letter of • recommendation must be sent by unit commander (deputy in case of unit commander appointment) to • Lt Col Pecoraro for approval and then sent to Lt Col Bill Hughes for final approval. Training will be • done by a qualified IC evaluator over the course of two separate missions. • Updates to SQTR/approval procedure. - • NYW no longer requires that individuals scan and upload their SQTR's. This is however a good • practice to keep as evaluators can refer to the scanned copy when approving/validating tasks. If they • don't remember signing you off, they cannot approve the skill! • Attendance at training missions - • We need more members active in ES. As members move up to higher qualifications, we need to be able • to back fill the previous positions, especially the higher mission base staff positions. • Unit commanders, please encourage your members to participate. We have the capability to bring the • basic training to your units. • WING WEST • In the 1980's WNY was considered the go to unit for emergency Services, our the Group commander, • Lt Col Ezzo declared us as “WING WEST”. With some hard work we can bring those days back again. • Upcoming Events - • Constant Watch 14 - • HF Communications exercise moved to 21-22 JUN. Airborne repeater will be downstate in support. • Local HF units may participate. • NYW SAREX, 12-13 JUL. • Preliminary plans indicate this will also be a disaster recon/photography exercise with plans for each • group to photograph their entire shoreline. WNYGroup has one of the longest shorelines to take care • of, from the NY/PA border running up Lake Erie, the Niagara River and Lake Ontario to the • Niagara/Orleans county border. This will be a flight operations intensive SAREX. • Ground team operations will also be part of the mission. • Unfortunately, this also means 222NY will not be available for the Dunkirk Fly In, also we will not be • able to do flight line marshaling at that event due to lack of available, trained members and liability • concerns. • Finally, a very special Thank You to Lt Col Charlie Jones for his years of hard work and dedication • keeping the WNY ES program running.

Transportation – Van Policy - For the last three years, Lt Cols Maternowski and Terhaar have paid a substantial amount of money due to the reluctance of other units to contribute to the operation of the van. This is not fair. - It is incumbent on all the units in the group to make efficient use of this asset. Your sqdn/flight has the ability to request use of the van for a specific stated purpose - all that is required is that you inform Lt Col Terhaar and make arrangements to pick up the van when you require it. - Your responsibility is to carry the cost of fueling the van during the period in which you wish to use it. - Our Mission Readiness rating depends on our ability, and willingness to make efficient use of the assets provided to us by NY Wing, and the Air Force, and act IAW the new NYWg Policy of the use of the van emailed two weeks ago. In the future I need: 1. All units must use this asset when needed, especially when placed on a mission. 2. Refuel the van when required – whenever you use the vehicle. 3. Shared responsibility. If we aren’t stewards of the Air Force’s assets, the van might be removed from the Group which will make us non-mission ready/capable and no longer a viable ES asset.

Cadet Programs Update 1/4 • I. GROUP CADET ACTIVITY REPORT • WNY Group Fly-In Breakfast – 26 May 2014 • Cadets helped with parking, clean-up, etc. • Cadet Orientation Flights were conducted (8 first flights and 2 back seat only flights). • Cadets Spreading the Word: Several squadrons participated in various area parades during the Memorial Day weekend. • II. If a cadet chooses this option, a picture of their new grade insignia will post on their Wall. • Friends and family who follow the link will be taken to a page that outlines the requirements the cadet completed to earn the achievement or milestone. • New CAPR 52-10 Cadet Protection Policy (CPP): • All cadet program leaders must be familiar with this new regulation. • Also, drafts of an updated CAPP 52-23 Cadet Protection Policy Implementation Guide are scheduled to be available in June. Three new required training courses – Cadet Protection Basic Course, Cadet Protection Advanced Course, and the Cadet Wingman Course – will also post to the Cadet Programs Proving Grounds in June, and be fully available by September. Members must complete the new course(s) by 31 December 2014. • New CAPF 32 Cadet Activity Permission Slip: • New CAPR 52-10 mandates that the CAPF 32 Cadet Activity Permission Slip will be used for all activities beyond weekly squadron meetings or for activities that take place in a location other than the unit’s normal meeting facility. Aerospace Education • Cadet Orientation Flights – 5 flights w/10 total cadets on Memorial Day • Planned flights at Hamburg airport on Sat, 14 JUN. • Flights at Dunkirk on Sun, 13 JUL canceled due to conflict with NYW SAREX, will reschedule ASAP, trying to schedule by end of month. • NOTE – new regulation requires that cadets taking o-flights MUST have completed Aircraft Ground Handling (AGH) training and be current (less than 2 years since passing test) AGH test can be given on paper at units, suggest that this may be an excellent annual safety class. • Model Rocketry STEM Kit - All cadet units except one have requested materials or are using unit stocks, flights planned at Southtowns fly in 14 JUN. Other flight dates/locations being worked on. Units, please take photographs of cadets working on kits and flying them, needed for final report and • great for PR. • Pine Hill R/C Jet Fly In. 22-23 AUG. CAP has been asked to assist • Unit AEO's please report progress on AEX program in your unit by end of JUN.

Updates NY 020 (South Towns) 1/2 New Members: 2 cadets, 3 prospects, 1 cadet that dropped will be renewing. Promotions: 14 Cadet promotions including 1 Wright Brothers & 1 Mitchell award. Notable Awards: 5 Cadets & 1 Senior received CAP Achievement Award 6 Cadets received award certificates from Deputy Mayor of Depew, Jules Pecora Awarded both VFW cadet officer & NCO award as well as AFSA NCO award. Professional Development: Lt Col Jerry Terhaar received the Gil Rob Wilson Award (Level 5) SM Desiree Dawson received Level 1 award. Emergency Services Qualifications - One member completed ICS 300 course One new Planning section Chief, Logistics Section Chief, Communications Unit Leader, Mission Staff Assistant. Pending awards – One Ground Branch Director, Air Operations Branch Director, Mission Scanner, Mission Staff Assistant. Multiple members working on qualifications including MSA, GTM3, GTL, GBD, AOBD, MS, MO, PSC and OSC.

Updates NY 020 (South Towns) 2/2 Activities during the past 30 days: - SAT, 24 MAY, several members travelled to Jamestown to give ground team member training to members of Jamestown Squadron and the Canadian Air Cadets. - Memorial Day, members assisted at WNY Group Fly in breakfast, others participated in Village of Depew Flag raising ceremony, parade and veterans ceremony. Color Guard was given many compliments. - Parents night/Awards Ceremony. Unit Updates NY 173 (TAK) • Major Activities during the past 30 days • TAK Squadron had 1 new senior applicant and several cadet prospects • 2 Promotions and one maintains rank • 2 cadet high school seniors recognized at senior night • Activities attended to: • Assisted American Legion in placing flags on veterans graves as well as presented and retired the colors for ceremony afterwards • Participated in the Ken-Ton Memorial Day Parade • Participated in the Williamsville Memorial Day Parade • Participated in the Akron Fly-in Breakfast • Assisted in parking at the Kites for Homeless Vets event • Activities scheduled during the next 30 days: • Participate in the 65th annual Riverside park 4th of July Parade

Unit Updates NY 351 (Dunkirk) • Activities during the past 30 days: • Multi-million dollar E-W runway expansion at Dunkirk Airport • SM completed level one • Appt finance office • Recd two flags flown over the nation's capitol courtesy of a local supporter • 100% cadet completion of FEMA courses level 100 and 700 • Activities over The Next 30 days: • 100% cadets completing Ropes and Rifles • SM member to complete level one • Participating as ground team members in Hamburg fly-in breakfast. • Recruiting two SMs • Rocket launch and bivouac in Cassadaga • Posted diversity memo and NY energy policy • Planning appropriate ground antenna installation

Unit Updates NY 402 (Jamestown) • Activities during the past 30 days: • - 1 Senior member got his Yeager award • - 1 cadet went to Scotia for Staff workshop • - Lots of Testing –with promotions – for cadets • - 18 Members placed 3000 flags w/community at the Lakeview Cemetery – placed a wreath and did a salute at Lt Col Michael Montagna grave. • 30 Canadian cadets & Leaders completed an ES' activity (they were disappointed because the ES was more geared to our cadets and not theirs). I told them next year would be different. • 25 attended Celoron & Lakewood Parade – a cadet won an essay contest and read to all attendees – a SM also spoke. • - JCC Career Days - CAP table swamped w/school students – 1 new recruit • - Supported Celoron Rib Fest 4 days this year. Recruited and have 3 new cadets and have 5 more in wings, they are attending for 3 x’s before they join. Our cadets operated the rides and recruited new members • - 2 cadets and 1 SM went to the Awards banquet at Southtown's on the 30th • - Fly-In Breakfast - 8 cadets & 2 SMs (c/Bennink received ES patch) • Best part was Lt Schmid was carried (training for cadets) by 6 cadets as a training.

How are we Doing – Priorities? • - Support to the NY Wing by: • 1. Increase Emergency Services Capability Incident Command course in WNY • - train 10 new SMs for Incident Command • 2. Recruiting – request 10% growth (SMs, cadets) from Sept 2013 (data draw) – August 2014 • -- Would like each squadron and staff (Operations, Communication, Support, Plans and • programs, AE) to report back on steps to take to achieve One Dashboard goal – you decide • Cadet goals (TBD by Lt Col Risio) will be reported back at the next staff meeting with steps • to take to achieve these goals • 3. Capitalize on using the Niagara Falls Air Base through the MOA • - Shadow program, Orientation Flights, Volunteering support (NF Aviation Museum) • 4. Group wide Morale, Welfare, and Recreation Trip • 5.
