  2. Purpose of this presentation • To present and discuss about this “evidence based census training”. • providing several discussion points for this meeting to consider as ways to improve future census training.

Background of census questionnaire training • Training of census fieldworkers on the questionnaire is based on the description of the questionnaire whereby the training manuals are developed. • In this training, census fieldworkers are trained on how to ask the questions, the purpose of the questions, what indicators are derived from such questions, how to record answers on the questionnaire prior fieldwork. • The census questionnaire training takes 2 weeks prior the fieldwork.

Evidence based census questionnaire training • This is the census Master Training (training of trainers, supervisor’s training) that consider and present the results of a pilot census in the training. 2. Census trainers and pilot census data analysts collaborated in explaining the pilot results and show the impact of errors in the data which can be due to: • poor recording during data collection • lack of supervision and quality control in the field 3. Past experiences show that pilot census results were not always incorporated in the main census training of trainers.

Evidence of pilot census results • Many questions did not receive answers which could mean that: - interviewers did not prompt respondent to get an answer - interviewers forget to record the answer - respondents might refuse to answer - questions were not understood or sufficient answer option 2. Some answer options were not applicable/relevant and have very low numbers of respondents. 3. The problem of age reporting as a result of: - respondent rounding up or down their age - interviewers not prompting enough to get the right age

Issues with questions on labour force questions: • Confusions in the sequence of these questions, to allow accurate separation (filtering) between people in the labor force, and those not in the labor force • “Old” Question: “During the last week, did this person do any work? Problems: • students, retired people, people doing homework / home duties may answer this question with “Yes”, if they indeed “did some work during last week”. • The way this question is asked, can lead to inclusion of people in the labor force, who normally are not part of the labor force. • New question (to avoid this problem): “What was this person’s main activity during the last week?”

  8. Evidence of pilot census results(cont..) 5. Issues with fertility questions: • problem was noted with women not reporting the accurate total of number of their children ever born • This has a negative impact on correct level of fertility

Incorporating pilot census results into main training • All these errors identified in the pilot census were incorporated in the main census training of trainers. • Errors were well explained, and trainers were advised on right approaches required to avoid these errors during the actual enumeration. • Evidence showed that this delivery was a success as the master trainers were able to identify errors and know how to minimise and avoid them. • Evidence showed support for this training to be incorporated into future census/survey training for improving the quality of census data collections.

Discussion points The meeting is invited to: • Discuss and consider incorporating evidence of data errors from pilot census into the delivery of main census training. • Discuss other ways to improve training of enumerators. • Recommend for the review and modification of labor force questions to improve quality of data collection in this field.
