Texas Military Preparedness Commission Office of the Governor Observations of Associated BRAC Actions • Dyess AFB—Excellent work by community and federal delegation to maintain status quo after Ellsworth decision • Sheppard AFB—Excellent but unsuccessful work by community to challenge two of DOD’s major joint initiatives—JSF Training at Eglin & Medical Center of Excellence in San Antonio • San Antonio—Excellent work by community and state to enhance positive impact of DOD’s recommendations by maintaining cryptologic and high energy research missions • Fort Bliss—Benefited from Army’s transformation and return of forces from overseas • Fort Hood—Not a winner by BRAC actions but well positioned for future missions • Laughlin AFB—Benefiting by BRAC actions at other pilot training bases • Joint Reserve Base Fort Worth—Benefiting by BRAC actions at other bases • National Guard—Benefiting by DOD action to build new Armed Forces Reserve Centers ($2.1B of construction) and consolidate multiple guard units

Texas Military Preparedness Commission Office of the Governor Promoting Awareness • Visited all major military installations and defense communities. • Testify regularly before the Texas House and Senate Committees briefing on BRAC related issues. • Traveled to Washington, DC to express the importance of military installations in Texas.

Texas Military Preparedness Commission Office of the Governor Promoting Awareness • Distributed 1000 copies of 2004- 05 Annual Master Plan to state and national decision makers. • Developed and distributed over 3,700 copies of a Texas specific brochure targeted to Texas defense establishments. • Prepare and distribute a monthly newsletter to all legislators, community and military leaders.

Texas Military Preparedness Commission Office of the Governor Observations of Process • “The Good” • TMPC’s preparatory efforts over last two years served State well • Communities representatives, task forces, and elected officials did exceptionally well in presenting their cases to the BRAC Commission • The Governor’s Strike Force and TMPC served valuable purpose in sharing information and providing assistance to communities • Senator Hutchison and staff were in the lead and did exceptionally well • Entire Texas Delegation (Federal, State and Local) was well represented throughout the process and BRAC Commissioners noticed • The “Could Have Been Better” • More timely coordination and understanding of the “Evolving Game Plan” for the “South Texas” Initiative • Working relationship with Navy and support from senior staff in the Navy • “The Excellent” • The State and Community’s Response to the Oceana Opportunity • Teamwork and execution by Texarkana and San Antonio
