What is The Monroe County Commission on Aging (COA)?The COA is a group of nine individuals, appointed by the Monroe County Board of Commissioners, to make recommendations for the distribution of the funding collected by the millage.Each County Commissioner appoints one COA Commissioner from their district.The COA is also a department within the County of Monroe. The staff handles the day to day business of the COA.
Monroe County Commission on Aging Mission Statement The Monroe County Commission on Aging is charged with recommending the prudent spending of public dollars to promote the health, dignity and independence of Monroe County residents sixty years of age and older. Vision Statement The Monroe County Commission on Aging will strive to provide services to positively impact the quality of life for all residents of Monroe County sixty years of age and older.
How long has the COA and Senior Millage been around?The COA has been around since 1973, when the County Commissioners created the COA to help them make decisions regarding funding for senior citizen services. At that time, the funding for senior services came directly from the County budget.The millage was passed in 1980.
How much money does the millage generate?This year it is expected to generate about $2.7 million.In the past, it has been as high as $3.15 million.
The Monroe County Commission on Aging serves as a funding source for programs that provide services to Monroe County senior residents. 26 Programs are offered by 17 providers.
The Area Agency on Aging 1-B (AAA 1-B) provides unbiased information on local services and resources for older adults, adults with disabilities and family caregivers, has programs to help older adults remain living in the community, and can assist with understanding Medicare benefits. Adult Day Service Program Frenchtown Friendship Club The Frenchtown Friendship Club is an Adult Day Service Program, located at the Frenchtown Senior Citizens Center, that offers professional supervision as well as planned activities for the elderly with cognitive impairment. Their goal is to provide a positive, happy environment where the elderly can feel needed and useful. While the Frenchtown Friendship Club is not meant to be a substitute for the family or caregiver, it works to supplement the care received at home while giving the family or caregiver a relief for work, errands or respite care knowing their loved one is well cared for professionally run, well-planned and supervised environment. In 2013, the Frenchtown Friendship Club Adult Day Service Program provided 9,402 adult day service hours to 28 area seniors.

Deaf & Hearing Impaired Services, Inc. is committed to providing the highest quality of comprehensive services for deaf and hard of hearing older adults while promoting their independence and dignity through cooperative efforts with other community-based service providers and educational entities. In 2013, Deaf & Hearing Impaired Services provided 1,288 counseling and interpretation hours for 129 deaf and hard of hearing seniors.
Monroe County Opportunity ProgramUtility Assistance & Un-Met Needs ProgramWhen funding is available, MCOP offers assistance with electric, gas and deliverable fuels such as propane. Each utility has its own income limitations.In 2013, the Utility Assistance Program provided $10,615 worth of assistance to 23 seniors and the Un-Met Emergency Needs Program provided $6,224 worth of items to 12 seniors.
Monroe County Opportunity Program • Home Care • The Home Care Department assists Monroe County seniors and disabled residents with daily tasks such as: • Homemaking • Personal Care • Shopping • Meal Planning and Preparation • Respite Care is also available for caregivers • In 2013, MCOP Home Care Program provided • 3,333 in-home care hours for 62 seniors with COA funds.
Monroe County Opportunity Program • Home Chore • The Home Chore Program assists Monroe County seniors aged sixty and over with maintenance tasks that include: • Lawn Mowing • Cleaning Gutters • Minor Carpentry • Snow Removal • Minor Electrical and Plumbing Repairs • Installation of Storm Windows • Installation of Air Conditioners • In 2013, the Home Chore Program provided 3,189 hours • of chore service for 297 seniors in Monroe County.
Monroe County Opportunity Program • Home Injury Control • The Home Injury Control Program includes: • Bathroom Chairs and Grab Bars • Bathtub Rails • Toilet Seat Risers and Rails • Smoke Alarms • Hand-Held Showers • Safe Lighting • Non-Skid Surfacing • In 2013, the Home Injury Control Program provided $4,910 for assistive safety devises to 47 Monroe County seniors.
Monroe County Opportunity Program Resource Advocacy Program The Resource Advocacy Program identifies older adults in need of community services and acts as their advocates to assist these individuals to find resources that meet their needs. In 2013, The Resource Advocacy Program provided 7,550 counseling and assistance hours for 1,497 seniors.
Monroe County Opportunity Program Food Assistance Program The Food Assistance Program offers food to low-income seniors over sixty years of age. In 2013, the Food Assistance Program provided 138,997 food items for 764 seniors in Monroe County.
Monroe County Opportunity Program Specialized Transportation Program The Specialized Transportation Department provides reliable transportation to non-emergency medical appointments and treatments for senior Monroe County residents. Many of the transportation vans are equipped with wheelchair lifts with seating for 6-10 passengers. The program operates Monday through Friday with morning and afternoon shifts. In 2013, The Monroe County Opportunity Program Specialized Transportation Department provided 7,135 one-way trips for 275 seniors.
Monroe County Senior Legal Services Monroe County Senior Legal Services provides legal assistance to residents of Monroe County who are sixty years of age and older. Services are provided at their local office and through outreach sites around the county, including senior centers, nutrition sites, and nursing homes. In 2013, Monroe County Senior Legal Services provided 2,916 legal service hours for 882 seniors in Monroe County.
Self & Family Behavioral Healthcare Self & Family Behavioral Healthcare program provides counseling and mental health services to seniors of Monroe County. In 2013, Self & Family Behavioral Healthcare provided 154 counseling hours to 21 seniors.
Living Independence for Everyone (LIFE) LIFE is a nutritional program in Monroe County that provides congregate and home delivered nutritional meals for older persons to help them live as independently as possible. In 2013, LIFE provided 147,080 congregate and home delivered hot nutritional meals for 1,208 seniors in Monroe County.
The Health Van SERVICES PROVIDEDThe Health Van provides door to door service for Monroe County seniors going to any non-emergency appointments. Transportation is scheduled by appointment only and 72 hours advance notice is requested. All vans are wheelchair accessible. Transportation service can be scheduled morning through evening hours, 7 days a week SERVICE AREAThe Health Van transports Monroe County seniors only. Our transportation coverage area includes all of Monroe County, and surrounding areas, including: Toledo, Sylvania, Maumee, Perrysburg and Oregon. Transportation is also available to Ann Arbor, Ypsilanti & Detroit areas. SCHEDULINGScheduling for transportation is on a first call basis. The Health Van needs the following information to schedule service: Name, Phone Number, Address, Date of Birth, Doctor’s Name, Doctor’s Address, Date & Time of Appointment, Need for Special Assistance. In 2013, the Health Van provided 2,387 one-way trips for 70 Monroe County seniors.

Retired & Senior Volunteer Program Established through federal legislation, the Retired & Senior Volunteer Program is the nations’ largest volunteer network and talent bank for citizens 55 years of age and over with more than 300,000 volunteers working on crucial community needs. In Monroe County RSVP is creating an array of volunteer opportunities to put the hearts, minds and talents of over 40,000 age-eligible men and women to work through volunteerism. RSVP’s core service areas are health, nutrition, safety and disaster services to assist the older senior and disabled population remain in their homes & helping our children with math, reading and socialization through teaching, tutoring and mentoring. RSVP allows the volunteer to choose how, where, and how much they wish to serve and whether they wish to share skills or develop new ones. Pre-service orientation and training, supplemental insurance, travel reimbursement and credits for meal vouchers are additional perks that assist the RSVP volunteer.
