The concordat must achieve: • Be clear on the intent of the concordat and what is in and out of scope and who is and is not covered by the concordat • Be a high level National framework with local flexibility • Set out clear principles which include equity and transparency • Be jointly recognised and clear on joint working to achieve end state • Be positive and reassuring for public health and LA staff for their future • Give confidence to staff affected, it should be about ‘creating for the future’ • Recognise the different PH roles and reflect the different start and end points • Be and enabler to career progression and training within the system (LA/NHS etc) • Reflect difference in T&CS • Be clear transfers are a local issue • Recognise there may be uncertainty in the end point at this time but that it will need to link into the emerging system architecture • Acknowledge long term viability of public health roles • Be clear on clear on sequencing including where discussions on end state will be made and who with • Commit to provide further detail as and when it becomes known
Shared understanding: • Build confidence and give a positive outlook for those affected in health and local government communities. • It should be a high level principles document for all parties/stakeholders • It should be clear on what functions are Nationally defined and what is decided locally • Set out what/who is in and out of scope • There will be recognition of local variety and assurance that detail will come but may be different for different areas • Desirable for staff to be able to move across different parts of the PH system e.g NHS/PHE/LG/Academia. It should recognise the barriers and enablers
