A bit of history • FECs have strongly secular traditions • Church has long history of innovation and involvement in education in schools – less so in the adult education and skills sector • Concept of chaplaincy established in military, hospitals, church schools, universities and some work places – as well as in some FECs • Each of these chaplaincies has tended to develop its own style/character/modus operandi • FE chaplaincy has a strong ecumenical tradition – NEAFE in operation for 30 years • Growing emphasis on multi-faith chaplaincy in FECs

FE - Understanding the changing landscape • FECs – incorporated institutions • FE of increasing importance to delivery of Govt. agendas • Increasing numbers of students aged 14-19 (Voc./Dip) - 14-19 Partnerships – collaboration – FECs/schools - Forthcoming introduction of Diplomas – (by 2013 ) - Local Area Prospectuses (from 2007) • Shift from adult education to delivery of high quality skills • Changing nature and roles of the LSC • FE funding responsibility moving from LSC to LA • Growth – per se – also of of HE in FE provision

  4. Implication for the Church • ….as far as the Church is concerned Further Education has been for “too long the Cinderella” (Archbishop of Canterbury – address to NEAFE Conference at Lambeth Palace Jan 2007)

Emerging issues for FECs • 14-16 yr. olds in FECs:– - SMSC(SMD) and Collective Worship entitlements? • 14-19 yr. olds – ECM agenda in FECs – delivering the five outcomes • Duties to promote ‘social cohesion’ (Ofsted implications) • Responsibilities for promoting the ‘well-being’ of members of staff • Self-evaluation accountability

  6. Key features of FE Chaplaincy • Ecumenical/multi-faith • Built into college structures and systems • No overt proselytism • Collaborative

  7. What do FE Chaplaincy Teams do? Exist to benefit all in college Students: • Help individuals in time of spiritual need • Act as a resource for spiritual and moral development • Help all groups and communities to practise their faith

What Chaplaincy Teams do Staff: • A resource in times of spiritual need • Facilitate curriculum input on re SMD/RE • Facilitate partnerships and links with communities Senior Leaders: • Maintain ethos of learning – nurture whole person/community • Enable FEC to meet Ofsted/Children Act requirements • Support access, recruitment, retention of students from all communities – especially the disadvantaged and marginalised

  9. “Pushing Further” The Five Year Strategy To be achieved by: • Action at Diocesan and Deanery levels • Action at national and regional levels • Action at chaplaincy and local levels

  10. “Pushing Further” - aspirations • Chaplaincy in every FEC by 2010 • Strengthen visiting or p/t chaplaincies to become a multi-faith team – presence on a daily or preferably f/t basis • Increase support – including Regional/Diocesan FE Officers covering all dioceses • Contribute to provision for SMD for students of all faiths and none • Build and maintain effective partnerships with all stakeholders • Ensure adequate provision of training, support, resources – for curriculum development, worship etc

  11. “Pushing Further” – some achievements to date • Launched via dioceses and regions • Good collaboration between LSC and NEAFE • CofE infrastructure developing at national/regional levels • FiFE established [now merged with NEAFE to form NCFBFE (FBFE)] • Development of key resources in process

Task 1: Towards 400 chaplaincies Actions: • Develop working relationships with all FECs and stakeholders (2007) N.B Limited funding for development may be available from LSC – will not fund posts! • Establish consultative structures between colleges, local churches and faith communities (End 2007) N.B. LSC funded NEAFE/FiFE for 3 yr. development period • Diocese identifies appropriate Parish Church or Deanery as coordinating link with FEC (End 2007) N.B. Number of FE Officers appointed by dioceses is growing • Develop a chaplaincy presence in each FEC (End 2008) N.B. FiFE RDOs and diocesan officers to visit every FEC to provoke discussion • Develop fte chaplaincy team in all FECs (End 2010) N.B. Guidance being produced by NEAFE/LSC + training resources

  13. Task 2: Strengthen existing provision Actions: • Audit current provision – identify strengths, areas for development, resources (Early 2007) N.B. Directory of Chaplaincy established – requires continual up-dating – refinement of audit tools on-going • Dioceses identify CofE parishes/deaneries with existing connections to FECs or strong youth work provision – to work with colleges (End 2007) N.B. Diocesan/Deanery oversight of arrangements required – to deal with mobility issues • Work with ecumenical/faith partners to strengthen chaplaincy teams (End 2008) N.B. Churches usually contribute time – some FECs pay part-time hours • All chaplaincies to be effective teams with fte presence in college (2009/10) N.B. regular discussion required re funding, training, resources etc

Task 3: Provision of adequate resources to support chaplaincies (– to include FE Officers in each diocese) Actions: • Discuss within/between dioceses - commit to provision of FE Officer (End 2006) N.B. Provision essential if chaplaincy is to be sustainable • Ensure adequate national and regional support for dioceses and chaplaincies (End 2007) N.B. Churches’ National Advisor supplemented with 0.5 fte Nat. FE Development Officer • Initiate regular meetings to exchange good practice (End 2007) N.B. Diocesan FE Support Groups becoming established – also NCFBFE (formerly FiFE/NEAFE) regional meetings in place • Develop diocesan action plans for parish involvement in FE (End 2007) N.B. Sustainability – key issue – diocesan officers must monitor provision and have mechanism to secure replacement Chaplain – ensuring continuity of provision • Establish or consolidate training and support in all dioceses (End 2007) N.B. Regional infrastructure to be further developed – to relate to new LSC Areas + Nat. FE Dev. Officer (5 yr appointment 0.5 fte)

Task 4: Contribute to & monitor provision for SMD of students of all faiths and none Actions: • Contribute to review of SMD provision – re a component on SMD, faith &related issues in all FECs and at core of the new Diplomas (Mid 2007) N.B. Review has been commissioned and funded – Dr Ann Limb (Chair, NEAFE) leading • Build on Churches’ publication ‘Approavhes to Spiritual and Moral Development in Further Education (CofE/Methodist Church, 2006) with a Framework & Guidance on SMD for students at all levels of achievement (End 2007) N.B. I year project agreed re AFAN – draft report published 07 • Contribute to the development, piloting and delivery of materials and course programmes re SMD, faith and RE – for ALL students (End 2009) N.B. National Advisory Group supporting these projects – locally developed resources will be edited into a best practice guide.

Task 5: Building and maintaining long-term partnerships Actions: • Work in all dioceses to build effective partnerships between FECs, local churches, LSC, faith communities & other stakeholders (End 2008) N.B. NCFBFE key player in this. Local infrastructure (Inter-faith, CT, ecumenical groups) – need task group that focuses on FE • Build funding partnerships to support development work, multi-faith chaplaincy and local delivery of some FE initiatives on church/community premises in the diocese (End 2009) N.B. Local church trusts may provide funding to support chaplaincy in FECs – but main funding for diocesan or regional multi-faith work has come from the LSC – especially when targeted at NEETs • Ensure long-term sustainability of partnerships and chaplaincies (2010) N.B. In addition to issues raised under Task 3 – SACREs (Nat.RE Council) likely to be first ports of call. – together with national/regional/local inter-faith group structures

Task 6: Ensure adequate training and support for chaplains, resources for worship, curriculum development, pastoral care etc Actions: • Partners to collaborate at national level to create training resources to provide coherence across FE sector – resources deployed at all levels (2005 -10) N.B. “Faiths in FE Handbook” (2005), “Multi-faith Chaplaincy – a guide for colleges…(2007), FBFE/LSC Chaplaincy Training Manual (March 2008) • Diocesan FE Officers to assist FECs in identifying training and support needs and in creating national, regional and local provision (End 2008) N.B. Development of audits , benchmarking of provision, establishment of support networks at all levels - on-going • Dioceses, ecumenical and inter-faith partners to collaborate in delivery of resources and training to support delivery of SMD and RE, worship, pastoral support in FE (End 2009) N.B. Resources currently starting to be developed – including new RE Course at L2 & 3 – for use in FECs

Task 7: Ensure quality assurance, sustainability, evolutionary capability Actions: • Establish means of monitoring quality of chaplaincy provision – comparable with other educational stages (End 2008) N.B. Church/Chaplaincy must respond to sector concerns re quality – working with FEC SOPs • Respond to new requirements in field e.g Diplomas & to opportunities as they arise (End 2010) N.B. Respond to new legislation, courses, qualifications, priorities • Support dioceses and deaneries in improving quality of churches contribution to FE (Ongoing) N.B. This for many is a new field of work, rich in opportunity – infrastructure must be responsive and adaptive

Resource implications • Increase chaplaincies from 200 to 400 • Increase regional/diocesan FE Officers • Increase support from churches and faith communities – regionally/locally • Increase national support – to dioceses and FE officers – to 1fte • Time + forums/infra-structure - collaboration between FECs and faith communities

Summary of Key dates for local action By end 2007: • Establish Diocesan Adviser + local relationships with FECs + stakeholders • Establish consultative infrastructure – in diocese and between partners • Identify key parishes/deaneries – establish expectations • Establish diocesan FE development plan • Audit provision – identify areas for development • Establish/consolidate local training • Work with national/regional support groups • Exchange local good practice

By end of 2008: • Chaplaincy presence in every FEC • Work with ecumenical and faith partners to strengthen chaplaincy teams • Work with FECs to create and deliver training tailored to local need • Establish systems to support monitoring and quality assurance

  23. Summary of key dates for local action (cont.) By end of 2010: • Ensure provision of a highly effective, 1 fte multi-faith, chaplaincy team in every FEC • Ensure long-term sustainability of partnerships, infra-structure, processes and chaplaincies • Evolve to respond to emerging needs
