This update provides information on the assignments and roles of School Resource Officers and Campus Security Officers, as well as an overview of security operations and recent upgrades. It also highlights the ALICE Active Shooter Response Training program implemented in the district.

School Resource Officer (SRO)Campus Security Officer (CSO)Campus Assignments & Roles • School Resource Officer (SRO) • Roles: • To protect everyone on campus from violent intruders • To enforce the law • To mentor students and provide positive role models • Campus Security Officer (CSO) • Roles: • To ensure safety of everyone on campus • To reduce classroom and campus disruptions • To assist administrators in code of conduct enforcement • To mentor students and provide positive role models • Intervene and de-escalate disruptive and unsafe behavior
School Resource Officer (SRO)Campus Security Officer (CSO)Campus Assignments & Roles • School Resource Officer (SRO) • Assignments: • Determined by Huntsville Police Department in accordance with Memorandum of Understanding signed by Superintendent and Chief of Police in December, 2016 • Campus Security Officer (CSO) • Assignments: • High School staffing adjusted based on continuous analysis • Middle School/P8/Junior High staffing based on need and continuous threat assessment • Elementary School staffing: intermittent, based on need • School bus staffing: based on excessive student discipline in transit

Overview • Security Operations Control Room • Nerve center for Huntsville City Schools • Crewed 24/7/365 • Security Operators monitor cameras, react to security and fire alarms, respond to requests for assistance, patrol District facilities, and inform District leadership of developing situations as necessary • Coordinates responses to events
Security Camera Upgrades - Technical • Security Upgrades: • New cameras are minimum 2MP • Equivalent to 1080p • Recorded at 10 FPS • All cameras infrared night vision on battery backup • Some video analytics being introduced • Digital enhancement possible

A.L.I.C.E. Provides Options for Individuals in the Event of a Violent Attack • Alert, notify authorities and those in harm’s way of the danger at hand • Lockdown, or shelter in place • Inform, give real-time updates • Counter, defend yourself against the attacker as a last resort • Evacuate, or get out!! ALICE is NOT a linear, progressive response.
The ALICE Training Model Includes Instructional and Hands-On Elements • Joint effort between HCS and HPD • HPD – certified trainers • HCS – certified trainers • Training began in November of 2014 and has been an ongoing effort ever since • Training includes presentation for each element, visual aids, and live scenarios • Trainers conduct After Action Review with school staff to illuminate strengths and areas for improvement
HCS Prepares for a Variety of Emergencies, with Emphasis on Violent Intruder Training • Schools are required to conduct three emergency response drills during the school year • HCS and HPD personnel look for proper application of A.L.I.C.E. techniques during drills • We have seen practical application of the training during real lockdowns • For more information on A.L.I.C.E., watch the YouTube video from Auburn University • https://www.youtube.com/watch?v=08cv4FVM30w
Incorporation of Rally Points in our ALICE/Lockdown drills • Each school campus has multiple rally points • Each rally point has been evaluated and chosen based on the following criteria: • A distance far enough away to provide protection/distance from threat • Accessible for buses and other means of transportation and communication needs • Rally points have been vetted by HPD and HCS Security leadership

Updating Our View on Emergency Response • Transitioning to a holistic emergency response approach, by synchronizing our emergency drills/responses with minor variations based on the emergency itself • Response is based on information received • This is a proactive approach to continuously improve our preparation to combat any threat/hazard we may encounter • The current Emergency Response Guide reflects this evolution
Awareness • Teachers and students should NEVER prop doors open, and any student or staff member should feel empowered to close a door they see propped open • Office staffs must request that every person sign in with Raptor and wear a Raptor generated sticker visitor badge • Office staffs should always screen visitors using the Aiphone video intercom before the door is open • All employees must wear ID badges visible from the front and politely ask any adult they see without one (or a visitor badge) who they are and why they are there • School staffs should report all door and lock issues with a work order as soon as identified
