General • IPMS of RAOS Project covers requirements for third party activities by the following procedures: • Quality Assurance Program (General),as well as • Quality Assurance Program (Manufacturing), as other particular QAPs ( e.g. QAP (Construction)), as well as supporting IPMS procedures: • Overall Qualification Planand corresponding procedures (e.g Qualification Plan-Mechanical) • Supply Chain Management Plan • Equipment Manufacturing Inspection and Monitoring Procedure • Site quality control procedure • Role of the RAOS Project Oy isbased on the YVL Guide requirements: • YVL A.3 – 634: The licensee is responsible for supervising all the suppliers in the supply chain. The licensee shall also incorporate the oversight rights of authorities into the supervision procedures. • YVL A.3 – 325: The management shall see to it that the suppliers and subcontractors affecting nuclear and radiation safety are familiar with the safety and quality policy, the goals relating to the policies, and the management system in general. Furthermore, it shall be ensured that the suppliers and subcontractors are capable of taking into account in their operation the expectations and requirements of the customer. It shall be ensured in particular that the suppliers understand the safety significance of the products they supply.

Qualification documents structure Overall Qualification Plan FH1.B.R000.&.&&&&&&.&&&&&&.088.UB.0005.Eis intended to define hierarchical structure and relations of different qualification documents planned for the FH1 Project. The Plan provides general information related to the qualification measures which shall be based on determined dimensions of selected Qualification items.

  6. Third party definitions • These organizations are: • Authorized Inspection Organization (AIO)- working on behalf of STUK in authority role for specified safety class 2. Authorized Inspection Organizations shall be accredited (Accreditation of inspection organization shall be conducted by FINAS or by an equivalent foreign organization and STUK experts shall participate in the accreditation process.) against standard SFS EN ISO/IEC 17020 requirements as a type A inspection organization for the tasks in question and approved by the Radiation and Nuclear Safety Authority under Section 60a of the Nuclear Energy Act. • Recognized Third Party Organization (RTPO) - organizations which they have recognized for the purposes of the tasks (PED). They shall be published in the Official Journal of the European Communities. • Notified body (NB) – notified organizations provide supervision of manufacturer activities, can perform personnel and procedure qualification (PED). NB is basically at a higher level of accreditation than an RTPO. They shall be published in the Official Journal of the European Communities. • Area of qualification of Notified Bodies and RTPOs is presented in NANDO list, on the web site of the European Commission (http://ec.europa.eu/growth/tools-databases/nando/).

Third party requirements • The requirements for the 3rd parties are mainly presented in a relevant YVL Guide (E Series mostly), the EPC Contract (it will be communicated through the contract conditions) and the EN norms (e.g PED). • A third party shall be independent of the other parties involved in the activities of the NPP. • A third party may not participate in any activity that compromises the independence or neutrality of its inspection operations or deci­sions. • A third party may not be the designer, manufacturer, supplier, inspector or owner of the equipment it supervises, or a representative or someone in the employ of such a party. • An au­thorised inspection body (approved under Guide YVL E.1) may not act as both a third party and an inspection organisation performing public ad­ministrative tasks for the same structure or equipment. • A notified body or an authorised third party pursuant to the Pressure Equipment Directive, within the scope of its area of qualification, may act as a third party. • The organisational role of someone repre­senting a third party shall be such that any other functions of the organisation cannot influence his or her decisions.   9. Third party activities Design Review Based on the Project requirements, design review of systems, structures and components documents and strength analysis review need to be performed. Thedesignofthecontainment’spressureresistantshellagainstaccidentconditions (earthquake, externalandinternalevents, postulatedandsevereaccident)is to be performed. Thedesignofthecontainment’spressureresistantshellagainstaccidentconditions (earthquake, externalandinternalevents, postulatedandsevereaccident) shallbeverifiedusingcomprehensiveanalysesbyanindependentthirdparty. Theverificationshallbeperformedbymeansofglobalandlocalnon-linearanalyses.(Extract from YVL B1, E4 and E6). Type approval design review for equipment as specified in YVL E7, E8, E9 and E11. Safety assessment Based on the Projectrequirements, safety assessment of systems, structures and components need to be performed (Extract from YVL B1)

Third party activities Integrated (Quality) Management System certification Third party independent assessment of quality management system is needed for suppliers of safety-classified equipment. Additionally, assessment is required for safety class 1 equipment manufacturer in accordance with ASME NQA-1 and for safety class 2 and 3 manufacturer performing welding (heat treatment) in accordance with EN ISO 3834-2 & EN ISO 17663. (Extract from YVL A3 & E3, E8 & E9) Pressure equipment (Extract from YVL E3) Generally, all primary circuit components are covered under the safety class 1 and 2. Pipes and their equipment in the primary circuit are covered under safety class 2 and 3. The supports to respective equipment are categorized to the next lower safety class as a general rule. (More specific classification is given in YVLGuide B2 and RAOS Classification document). Pursuant to the Pressure Equipment Directive, a notified body or a recognised third party organisation may, within the scope of their areas of qualification and without a separate approval, operate as a third party that witnesses and confirms sampling, destructive and non-destructive testing and qualifications.

Third party activities • Pressure equipment (continued) • Based on the Project requirements, 3rd party shall: • supervise the qualification of the manufacturing procedures with the aid of procedure tests, • oversee manufacturing, including welding, cold or hot working and heat treatment, • oversee and confirm with a certificate the entire witnessing and test­ing of materials and proce­dure and personnel qualifications, the same third party organisation. • Based on the inspection plan, a third party shall witness: • sampling, stamp transfer and destructive testing of materials and confirm the results with a certificate of type 3.2 under standard EN 10204, • non-destructive testing (with confirmation), • procedure and personnel qualifications (with confirmation) including qualifications of persons making permanent joints. • The Third party shall issue type-examination certificate for valves and pumps, which confirms the suitability of the valve/ pump design and dimensioning against the design bases.

Third party activities Non-nuclearpressure equipment (vessels and piping) at manufacturing facilities Third party shall qualify / approve manufacturers based on Pressure Equipment Directive requirements. Third party shall qualify / approve inspection and testing organisations based on Pressure Equipment Directive requirements Notified body / Third party shall approve construction plan based on Pressure Equipment Directive requirements. Third party shall perform control of manufacturing and construction inspection based on Pressure Equipment Directive requirements.

Third party activities Electrical and I&C The third party shall issue type test inspection certificate for the type approval of equipment, which confirms the suitability of the design and implementation of the equipment against the equipment rated values. Third party certificate of conformity shall be issued that con­firms the type conformity of the manufactured equipment based on product-specific inspection and testing or assessment of the type conformity of the quality assurance-based manufacturingprocess shall be made as a third party assessment report. The type in­spection and verification of conformity shall fol­low modules B and D of Decision 768/2008/EC of the European Parliament and of the Council. Module F may be used instead of module D.

  14. Third party activities Buildings and Structures (Extract from YVL E6) Recognized third party shall supervise the procedure for steel and composite structures tests in safety class 2. Tests procedure for Safety class 3 structures may be supervised in accordance with  standard EN1090-2. Manufacturer-specific welding procedures, heat treatment procedures and hot and cold forming procedures to be used in manufacturing and installation shall be qualified by means of procedure tests to demon­strate that the material properties approved as the designbasisare retained during manu­facture and that the manufacturer is qualified to use the manufacturing procedure.
