Definitions Administration (lat. administrare – to be helpful) as an organized activity executed by specific system and heading for achieving specific goals (The Chancellery of the Prime Minister of Poland) Regional development – an increase of an economic potential of regions and permanent improvement of their competitiveness and their inhabitants’ standard of living, which causes a socio-economic development of the country (the Polish Ministry of Regional Development) Administration as a striving to a holistic depiction of a regional development (zob. Strategiczna problematyka rozwoju Polski Wschodniej, s. 31) Administration as a management, conducting, guidance and an indicating paths of activities, preparation of development strategies and an execution of regional policy aims

Ideas for Poland: borderland research • Plans: Polish and Lithuanian Statistical Offices partnership • Simultaneously to the European Union external border research conducted currently in Poland • Resources for financing mutual research on the Polish-Lithuanian borderland would be obtained from: Lithuania-Poland Cross-border Cooperation Programme and Cross-border Cooperation Programme Lithuania-Poland-Russia, one of the European Neighbourhood and Partnership Instruments

Ideas for Poland: multi-regional projects Development of Eastern Poland (Rozwój Polski Wschodniej) Covers: podkarpackie, podlaskie, świętokrzyskie i warmińsko-mazurskie voivodeships Goal: to accelerate a socio-economic development speed of Eastern Poland according to rule of the balanced development (compare with NRDS, p. 32) i. eg. „Lublin Project” Eastern Partnership (Partnerstwo Wschodnie) Goal: to create a place of information and experiences exchange for parthership countries, which lead a function of trust-building mechanism by regular meetings of countries authorities, representatives and experts from all partnership countries i. eg. Statistical Office in Bydgoszcz and statistical office from Ukraine partnership

Ideas for Poland: centres of knowledge Regional Research Centres in Voivodeships Creating bridges for local authorities, industries and research and development units’ cooperation(NRDS, p. 15) Territorial Observatories The Ministry of Regional Development wills to create observatories, which would control the situation in the territory of its interest from the level of voivodeship authorities(NRDS, p. 151) Regional Development Agencies Institutions encouraging regional development(compare with The Idea of New Regional Policy. Expertises/Koncepcja nowej polityki regionalnej. Ekspertyzy, pp. 153-174)

Ideas for Poland: Lisbonian strategy The Statistical Office in Bydgoszcz and National Institute of Statistics and Economic Studies (Institut national de la statistique et des études économiques - INSEE;), Lille/France partnership Both institutions are going to cooperate for preparing the publication about socio-economic situation of Nord-Pas-de-Calais Region and Kujawsko-Pomorskie Voivodeship on the basis of lisbonian indices, in which the main topic would be the employment market; publication is going to be released in the beginning of 2012

Ideas for Europe: management strategies • reduce the administrative burden and development initiatives (Spain, Sweden;EoRPA 2007, passim) • regional policy treated as a "common task" of individual states and federal levels (Germany, EoRPA 2007, p. 94) • centralized implementation of regional policy (which is rational design due to the small size of the country) (Ireland, Luxembourg, EoRPA 2007, p. 94-95)

Ideas for Europe: supporting the economy • infrastructure projects focused on development and economic activity (industrial parks, improvement of transport and energyinfrastructure, modernization of education and training units) (Germany,EoRPA 2007, p. 83), administrative support for investment and innovation(ibidem)

  15. Ideas for Europe: centres of knowledge • i. eg. Competence Centers Programme (implementation of research clusters to promote the growth of cooperation between the Centres, so they better compete on the international arena and the improvement of regional specialization) and the Regional Centres Programme (improving the competitiveness and the revitalization of urban regions) (Finland, EoRPA 2007, p.82); decisions about the allocation of funds to regional programmes taken by the Regional Council (Finland, EoRPA 2007, p. 93)

Problems Delimitation: administrative divisions do not coincide with territorial boundaries of regions underlying the programming of EU funds (the incompatibility of the administrative structure), making it difficult for government actions, but should serve the activities of development institutions and businesses, the extent of which often go beyond an administrative district solution: Different approaches for different types of territories. Policy suited to local conditions, taking into account links between areas that generate growth, areas functionally depended and remote areas (urban-rural relations) (NRDS, p. 15)

Problems • ”Political vacuum” • advantage of government administration at the regional level, low interest in cooperation and/or administration of the region from representatives of business, the differences between cities and rural areas • solution: regional development strategies, decentralization of the allocation of funds, a territorial approach mentioned above

  18. Conclusion To mark the trends in regional policy, propositions of solving problems associated with the regional development and an extent of interregional projects and cooperation between local authorities and research centers indicate that the proposed administration strategy of regional development issue, with the idea of a coherentplansisfocused onthe needs of actors associated with the regional activities
