Revision of Field of Interest (Article II, Section 2) There was a consensus to greatly simplify the FOI statement. For example: Section 2. Areas of technical activity shall include but not be limited to the following: Nuclear science and engineering and plasma science and engineering, including Computer Applications in Nuclear and Plasma Science, Fusion Technology, Nuclear Medical and Imaging Sciences, Particle Accelerator Science and Technology, Plasma Science and Applications, Pulsed Power Science and Technology, Radiation Effects, and Radiation Instrumentation.
Other substantive issues • Add new GOLD FC and description (Bylaw 8) • Rename Conferences Committee and description (Bylaw 8) • Permit electronic election ballots (Bylaw 10) • Specify period for periodic membership survey? E.g., 5 years. (Bylaw 6.2) • Clarify process for setting date and location of AdCom meetings? (Bylaw 5.2) • Revise Bylaw 6.1 re membership on nominating committee to reflect current practice? • Align term of PAST chair with 18 month PAC cycle? (Bylaw 7.4) • Authorize President to waive term limit for appointive TC chairs? (Bylaw 7.4) • Add specific requirements for C&BL of elective TCs? (Art. V, Sec. 9) • Prohibit AdCom members from being officers in other IEEE Societies? • Qualification of candidates--should student and associate members be specifically excluded? (Bylaw 6.6)
Housekeeping • Art. V, Sec. 9 deals with two subjects: technical committees and removal of AdCom members from office--split into two Sections • Art. V, Sec. 9 specifies two separate process for removal of appointed members of AdCom--consolidate • Bylaw 6.1 and 6.5 both prohibit nominating committee members from nominating themselves--consolidate • Bylaw 6.11--clarify reference to Most Recent Past President • Bylaw 6.7 requires ballot identification of candidates as nominated by committee or by petition (apparently an IEEE “must have”). Art. VI, Sec. 1 only requires identification of petition candidates. Also recent ballots haven’t followed this Bylaw. • Bylaw 7.8 requires NPSS membership for certain conference officers. However, Bylaw 8.9 says that those officers can instead be members of a cosponsoring IEEE Society. • Bylaw 12--substitute new name of Conferences Committee
