Status • Changes in Constitution and Bylaws were presented for discussion during the last AdCom meeting in Raleigh • A modified version was distributed in December 2012 for approval • The approved version was sent December 2012 to IEEEfor revision and approval
Constitution • February 2013: Final approval of changes approved by the AdCom in 2012. These changes completed the 30-day member review period prior to final approval and are done. • March 2013: Editorial changes, identified by IEEE during the process of reviewing the document approved in February 2013
Motion: Constitution approval • The AdCom should consider two motions in the following order: • to waive the 30 day posting which requires a 2/3 vote; and • approve the revised Constitution (which requires a majority vote). • After PELS AdCom approval, the item will be sent to the TA-VP for approval and then sent back to PEL
Bylaws • September - December 2012: New Bylaws were approved by the PELS AdCom and posted for 30-day review. During the review, a few minor inconsistencies were identified, and additional editorial changes proposed. These are pending AdComvote • February 2013: approval of the changes regarding “ex-officio with vote” AdCommembersand vote of TC-Chairs. Grid!!
Main changes in the Bylaws • The President is a voting member that does not vote in most cases, as opposed to a non-voting member that can vote in selected instances. • Addition of the 1.5 guideline for elections • Clarify that a quorum is needed for all actions, and that tentative actions cannot be taken if a quorum is not present.
Motion: Bylaws approval • The AdCom should consider two motions in the following order: • to waive the 30 day posting which requires a 2/3 vote; and • approve the revised version of the Bylaws. • After PELS AdCom approval, the item will be sent to the TA-VP for approval and then sent back to PEL
