How Colorado Measures Same measurement approach used for: • 1P1 Academic Attainment • 1P2 Skill Proficiencies • 2P1 Completion • Measurement Definition: • Numerator—Number of students completing approved postsecondary CTE programs. • Denominator—Total full-time enrollment in postsecondary CTE programs.
Graduating Cohort Used • Numerator—Number of students completing approved postsecondary CTE programs. • Completers defined as those that received a degree or certificate each fiscal year. • Denominator—Total full-time enrollment in postsecondary CTE programs. • Part-time credit seeking students not included. Full-time status based on students taking an average of 6 or greater vocational credit hours regardless of program length per the number of terms attended each fiscal year.
Placement & Retention • 1P1, 1P2, and 2P1 previous year graduating cohort is used to measure 3P1 (placement in employment, advanced postsecondary education, and military service) and 3P2 (retention).

Evaluating Local Programs • Program renewals every 5 years (shorter if program is on conditional status) • 5-year trend data: • Completion rates—1P1, 1P2, 2P1 • Demographic rates (special populations) • Placement & Retention rates—3P1, 3P2
Barriers to Tracking Entry Cohorts • Program concentrators cannot be identified to specific programs. • Program curriculum can be revised at any time for the duration of the program—entry cohorts would not be consistent. • Some subrecipients not tracked through CCCS student information system. • Limited resources to address performance measurement changes— • Currently in transition to new student information system (Banner) • Limited staff to implement changes internally and to provide technical assistance to external subrecipients.
