Regional Planning Organization Approach • Memorandum of Agreement (MOA) to establish JLUS Regional Planning Organization (RPO) signed by all Participating Jurisdictions in June/July 2012 – Effective Date 07/16/2012 • Parties to MOA • 5 New Mexico Counties: Doña Ana, Otero, Sierra, Socorro and Lincoln • 2 New Mexico Cities: Alamogordo, Las Cruces • 1 Texas County: El Paso • 1 Texas City: El Paso • Concurring Parties – White Sands Missile Range, Fort Bliss and Holloman AFB • Establishes RPO Policy and Technical Committees • Sets forth Local Match contribution percentages for Counties and Cities
