Department of Trade and Industry Initiative • Joint bid by UCLAN and Mental Health and Social Care Partnership Team • Linked to LVC • Funded by sponsors and PCT • Funding covers a three year research programme • This is the first in health in the North West • One of a handful nationally in Health
Overall Aim • To produce a general transferable framework for commissioning mental health and social care services with the voluntary sector • A toolkit of comprehensive guidance notes and key project milestones to assist with transferability to other PCTs and health and social care organisations. • Implementation and transferability will be tested through the development of new crisis and respite mental health services.
The KTP Project • Gather intelligence and understanding of the market- starting with Blackpool PCT footprint • Develop commissioning tools and methodology • Identification of key standards and outcomes that will test the procurement process
The KTP Project • Develop an understanding of service demand (volume & type of service required) that can be translated into contract requirements which will determine the detailed content of local delivery plans (LDPs) and how they are implemented • Organisational and workforce development linked to delivery of shared infrastructure within Lancashire Voluntary Consortium
The KTP Project • Implementation and testing of commissioning tools/methodology within Blackpool PCT • Implementation of Commissioning Framework within East Lancashire PCT (to test transferability) • Dissemination of best practice, tools and methodology
Current Position • KTP Associate recruitment process started • Steering group representing all stakeholders established • Stakeholder events re shaping of crisis and respite services completed • Postal survey (questionnaires) completed • Data analysis taking place
Data Analysis • 26 Meetings now completed; this included 11 independent meetings carried out by Lancashire Advocacy (340 individuals in total) • 207 questionnaires completed; 65% being from service user and carers. • Questionnaires have been transferred to database and analysis to take place • Lancashire Advocacy have written independent report that is currently being analysed.
Data Analysis 2 • Established review group • Early Themes: based on Staff events describe a model which would provide support in the community before, during and after a crisis. • Links with LCT Transformation Programme • Update given to MH Leads (commissioners) • Expected completion date; End of June
