  3. Promotion for 3rd graders • In order for students to be successful in fourth grade, each student will: • Exhibit at least 70% mastery of reading and vocabulary skills through the end of Level 3-2 of the Harcourt Series. • The student will maintain passing grades in reading and math. • A rating of meets expectations or above is required on the reading portion of the third grade Criterion-Referenced Competency Test • Beginning with the 2003-2004 school year, no third grade student shall be promoted to the fourth grade if the student does not achieve grade level (meets expectations) on the Criterion-Referenced Competency Test in reading and meet promotion standards and criteria established by the local board of education. • In all subject areas, professional assessment and written documentation of the student’s performance shall carry great weight in the final decision for promotion and retention.

  4. Promotion for 5th graders • In order for students to be successful in sixth grade, each student will: • Exhibit at least 70% mastery of reading and vocabulary skills through the end of Level 5 of the Harcourt Series. • The student will maintain passing grades inreading and math. Students must maintain passing grades inthree of the four following subjects: science, social studies, language and spelling. • A rating of meets expectations or above is recommended on the reading/language arts, math, science and social studies sections of the Criterion-Referenced Competency Test. Beginning with the 2004-2005 school year, no fifth grade student shall be promoted to the sixth grade if the student does not achieve grade level (meets expectations) on the Criterion-Referenced Competency Test in reading and mathematics and meet promotion standards and criteria established by the local board of education. • In all subject areas, professional assessment and written documentation of the student’s performance shall carry great weight in the final decision for promotion and retention.

  5. What is included in this assessment? Reading for Vocabulary Improvement • Apply reading awareness skills; apply word attack and recognition skills; use word knowledge; and interpret words and phrases Reading for Locating and Recalling Information • Follow written directions; and recognize details Reading for Meaning • Identify literary forms; identify purpose of text; identify characters and their traits; recognize sequence of events; recognize text organization/structure; recognize explicit main idea; and retell or summarize

  6. What is included in this assessment? Reading for Critical Analysis • Discriminate between reality and fantasy; make predictions; make generalizations; recognize cultural diversity; compare and contrast; draw conclusions/make inferences; and determine implicit main idea Mathematical Number Sense and Numeration • Identify, represent, name, write, compare, and order numbers (whole, fractions, and decimals); understand basic arithmetic operations; classify and sort numbers by their basic characteristics; recognize place value and notation; and round numbers

  7. What is included in this assessment? Geometry andMeasurement • Identify, compare, and order plane figures; identify properties and components of plane and solid figures; identify points on a coordinate plane; identify and use appropriate units in measurement; and compare customary English or metric units of measure Statistics and Probability • Organize and use data; interpret and draw conclusions from data; determine probability; and compute and use mean, median, and mode.

  8. What is included in this assessment? • Patterns and Relationships/Algebra • • Continue simple patterns; predict and complete sequences; identify number relations and subsets; recognize, describe, and generalize patterns and sequences • Computation and Estimation • • Use arithmetic properties; write number sentences; use operations in computation; recall facts; add, subtract, multiply, and divide whole numbers, fractions, and decimals; and use mental computation and estimation strategies • Problem Solving • Organize data by characteristics; interpret data; construct graphs, solve word problems, use problem-solving strategies; and predict measurements by using specific strategies

  9. This graph displays a visual representation of your child’s scores Three levels: Does not meet: 150 – 299 Meets: 300 – 349 Exceeds: 350 - 450

  10. When a student does not meet standards, what happens next? • Parent or guardian will be informed within 10 days of district receiving the scores • Student’s performance scores • The date of the retest • The accelerated, differentiated, or additional instructional program to which the student is assigned • The possibility that the student may be retained

  11. What if my child does not pass? • Students must be retested on the section of the test that was failed. • If the student does not perform well on the second testing, the parent must be informed in writing regarding retention.

  12. Georgia Academic Placement and Promotion When the scores have been received at the system the parent or guardian of any student that does not perform at grade level on the CRCT will be notified in writing within 10 days of the following: • Student’s performance on the Criterion-Referenced Competency Test • The date of the retest to be given to the student • The accelerated, differentiated, or additional instruction program to which the student is assigned • The possibility that the student may be retained * * * * * * * * * * Students must be retested on the section of the test in which they did not meet expectations. If the student does not meet expectations on the second testing, the parent must be notified in writing regarding the decision to retain the student. An explanation of the appeal process must be included in the letter. Reading for Vocabulary Improvement • Apply reading awareness skills; apply word attack and recognition skills; use word knowledge; and interpret words and phrases Reading for Locating and Recalling Information • Follow written directions; and recognize details Reading for Meaning • Identify literary forms; identify purpose of text; identify characters and their traits; recognize sequence of events; recognize text organization/structure; recognize explicit main idea; and retell or summarize Reading for Critical Analysis • Discriminate between reality and fantasy; make predictions; make generalizations; recognize cultural diversity; compare and contrast; draw conclusions/make inferences; and determine implicit main idea Mathematical Number Sense and Numeration • Identify, represent, name, write, compare, and order numbers (whole, fractions, and decimals); understand basic arithmetic operations; classify and sort numbers by their basic characteristics; recognize place value and notation; and round numbers Geometry and Measurement • Identify, compare, and order plane figures; identify properties and components of plane and solid figures; identify points on a coordinate plane; identify and use appropriate units in measurement; and compare customary English or metric units of measure Statistics and Probability • Organize and use data; interpret and draw conclusions from data; determine probability; and compute and use mean, median, and mode the education. Suggestions for Parents • Study the list of academic expectations for fifth graders • Talk daily with your child about the work he/ she is completing in the classroom and the work assigned for homework/study • Read with your student and discuss what you have read • Work closely with your child’s teachers • Support the work of the school Patterns and Relationships/Algebra • Continue simple patterns; predict and complete sequences; identify number relations and subsets; recognize, describe, and generalize patterns and sequences Computation and Estimation • Use arithmetic properties; write number sentences; use operations in computation; recall facts; add, subtract, multiply, and divide whole numbers, fractions, and decimals; round whole numbers, fractions, and decimals; and use mental computation and estimation strategies Problem Solving • Organize data by characteristics; interpret data; construct graphs; solve word problems; use problem-solving strategies; and predict measurements by using specific strategies What if my child does not pass? When a student does not perform at grade level on the criterion-referenced assessment then the following shall occur: If a parent decides to appeal the decision, then the principal must establish a placement committee composed of the principal or designee, the parents, and the teacher(s) of the subject(s) that were failed on the assessment. The committee shall: • Review the overall academic achievement of the student • Reach a unanimous decision to place – if that is the decision for the student

  13. What if my child does not pass? • Determine that when given acceleration, differentiated or additional instruction, the student will likely perform at grade level the next year • Provide a plan of continuous assessment during the subsequent school year to monitor progress

  14. Reminders • For students receiving special education, the Individualized Education Plan (IEP) committee shall serve as the placement committee. The IEP supersedes the state law. • The decision of the placement committee can be appealed only as provided for by the local board of education.
