What is European Mobility Week? (1)什么是欧洲交通周? • Public awareness raising campaign to inform citizens about sustainable modes of transport提高公众意识的活动,宣传可持续交通模式 • Walking, cycling, public transport, car-sharing and car-pooling步行、自行车、公共交通、小汽车合乘 • Improving health and quality of life of citizens改善市民健康和生活品质 • Week long activites from 16th to 22nd September从九月16日至22日持续一周的活动
What is European Mobility Week? (2)什么是欧洲交通周? • Cities implement one or several new practical measues, which are made permanent and contribute to modal transfer from private car to sustainable modes of transport 城市实施一种或几种新的且能够持续发挥作用的举措,促使人们走出小汽车,转而使用可持续的交通方式出行 • The Car Free Day: the highlight of the whole week when cities are closed from cars无车日时城区内不能通行小汽车,这成为整周活动的亮点
Car Free Day • Organised for the first time in France in 1998无车日于1998年第一次在法国组织 • Established as a European event in 2000 并成为2000年全欧洲的活动 • Preferably every 22 September 优先设置在每年的9月22日 • Biggest challenge: weekdays (Monday-Friday)最大的挑战是:工作日(周一 – 周五)
What is required of a participating city? 参与的城市要求做什么? > Organising a week long of activities, taking into account the theme of that year 组织一周的活动,并且每年拟定一个主题 > Implementing one or more new practical measure(s) that are made permanent and which contribute(s) to modal transfer from the private car to sustainable modes of transport 实施一个或多个新的实践措施,可以长期促进人们从小汽车出行转换到其它可持续的交通模式上来 > Organising the Car Free Day during the Mobility Week 在交通周其间举办无车日的活动
Car Free Day – exceptions 无车日的特例 • Exceptions are kept at a minimum Authorised vehicles may include: 不受无车日影响的最小的车辆种类: • emergency services, including policemen, firemen, emergency medical services, etc. 应急服务,包括警车、消防车、救护车等 • urgent repair workers 紧急救援车辆 • health care professionals 救护车 • disabled people 残障人士用车 • cleaner vehicles (LPG, biogas, electric etc) 清洁车辆(液化气、生物燃料、电力等)
Car Free Day – public transport无车日-公共交通 It is necessary to increase the provision of public transport to provide residents with efficient alternative modes of transport : 增加公共交通的供给,给市民提供高效的公共交通的模式: • higher frequency of services, • 高频率的服务 • special fares, such as free transportation on the network, promotional offers (daily pass, weekly pass, tickets for a symbolic price) are recommended • 特殊的费率,例如免费的公共交通,改善服务(天票、周票、年票、等价票) • special initiatives (combined parking & bus or bus & train tickets) and shuttle services linking suburban car parks with the city centre • 特殊的(结合停车换乘,公交车与火车的换乘)
European Mobility Week 2006-07欧洲交通周2006-2007 • In 2006, 1322 cities organised European Mobility Week • 2006年有1322座城市参加了公交周活动 • 37 countries from all over the world, 7 of them from outside Europe • 涉及全球37个国家,包括7个欧洲以外的国家 • 203 502 756 inhabitants • 参与人数203,502,756 • Theme for this year: Streets for People 今年的主题:街道属于人民
Permanent measures永久性措施 Hundreds of permanent measures implemented such as: 实施了数百种永久性措施,比如: • new cycle lanes新的自行车专用道 • improvement of public transport改善公共交通 • car-pools小汽车合用 • travel plans for companies企业出行计划 • creation of pedestrian zones建立步行区 • road safety campaigns for children针对小孩的道路安全改善活动
How is it organised?何如组织? • European Commission gives financial and political support 欧盟给予财政和政策支持 • Secretariat responsible for practical matters (Eurocities, Climate Alliance & Energie Cités)秘书处负责具体事务 • National coordinators (primarly from ministries) in each country who coordinate and encourage local authorities每个国家都有协调人(大多来自相关部委),负责协调和支持当地部门工作 • Project leader in each local authority每一个地方部门都有具体的项目负责人
Mobility Week success factors (1)交通周成功的原因 • A decentralised project organisation, ownership at local level分散化的项目组织形式,由各个地方部门具体负责 • Strong political support at local level当地强力的政策支持 • Strong partnerships between the local authority and stakeholders当地管理部门和其他主要利益群体的密切协作
