State of Israel The Ministry of National Infrastructures Water Commission Water Development and Management in Israel and the Region The Over-all Perspective ___________________________ Dr. Yosef Dreizin Anatalia - October 2004
Presentation Contents • Extent of Water Shortage • Israel Policy in Water Management and Development • Projection on the Regional Relationship and Solutions
The Extent of Water Shortage (2) Negotiations on redistribution of natural water resources are legitimate but not a solution. The only solution is a cooperation on production of new water resources.
Israel’s Policy for Water Resources Management and Development
Israel’s Policy for Water Resources Management and Development The Government adopted a policy based on Sustainability (Quantity, Quality)
Production of Manufactured Fresh Water Resources in Large Scales (1) Under construction Tender Planning Shomrat 30 MCM Hadera 100 MCM Shafdan up to 200 MCM Palmakhim 30 MCM Ashdod 45 MCM Ashkelon 100 MCM In implementation Sea Water Desalination Projects

Reuse of All Sewage Effluents Reuse of 510 MCM/Year in 2010 (340 today) Sewage effluents for Agriculture – 55% in 2010 Tertiary treatment – unrestricted irrigation Nutrients and Salt Removal
Production of Manufactured Water Resources ~ 40% of the Total Potential of Water in 2010 in Israel
Water Conservation Must become a way of life in our region! Saving Water Technologies: • Plumbing Devices • Irrigation Technologies – L.V. I. (Low Volume Irrigation) • Education
Water Saving in Agriculture Production per Water Unit Source: Israel Farmer’s Federation
The Projection on Regional Relationship and Solutions (1) • Israel acts by virtue of the following agreements: • -Peace Treaty – Jordan and Israel (26 Oct. 1994) • -Interim Agreement – Palestinians and Israel • (28 Sept. 1995) • Water is an integral part of the agreement like other issues, such as security, borders , etc.
The Projection on Regional Relationship and Solutions (2) • Bilateral activities (JWC, JTC, JSET’s). • Multilateral activities. • Water shortage forces the parties to bring the water supply issue out of the conflict.
Towards the Future… • Sharing knowledge and experience in water resources management. • Continuous search for mutual creative solutions of additional water resources. • Implementation of new water resources with the assistance of donor countries.
Towards the Future… Water should be a catalyst for cooperationand not a cause for arguments and disputes!
