  3. BACKGROUND The Minister of Human Settlements established SPLIT on 28 November 2012THE PURPOSE OF SPLIT IS TO FIND AN AMICABLE, LEGAL AND SUSTAINABLE SOLUTION TO THE LENASIA HOUSING PROBLEM

  4. CONSULTATION PROCESS SPLIT MEMBERS endorsed the Lenasia Intervention Framework (LIF) on 18 January 2013The endorsement of “LIF” followed various meetings and consultation with affected/ interested PARTIES, which were coordinated and chaired by the Department.

  5. APPROVAL OF FRAMEWORK The framework was agreed to and signed off by both the Minister and MEC.sahrc expressed satisfaction with the inclusivity and quality of engagement, which was also viewed as “meaningful and constructive within the meaning of the rights based approach.”

  6. DEPT OF HOUSING AUDIT THE DEPARTMENT CONDUCTED AN AUDIT IN LENASIA. THE PURPOSE WAS TO DETERMINE THE STATUS OR NEEDS OF EACH HOUSEHOLD AND CLASSIFY THEM ACCORDING TO VARIOUS CATEGORIES, WHICH WOULD ASSIST IN DETERMINING THE KIND OF INTERVENTION REQUIRED – IF ANY?

  7. NHBRC INSPECTIONS THE NHBRC INSPECTED THE HOUSES OR STRUCTURES CONSTRUCTED BY ILLEGALLY.THE PURPOSE WAS TO DETERMINE WHETHER THERE IS COMPLIANCE WITH INDUSTRY (BUILDING) REGULATIONS AND THE SUITABILITY OF CONSTRUCTED (WITHOUT APPROVED PLANS) FOR HUMAN HABITATION.

  8. IMPLEMENTATION OF “LIF” The implementation of (LIF) will be informed by THE key principles which formed the cornerstone of the stakeholders participation in SPLIT.THE intervention and solutions would vary from one household to the other AND would be informed by the findings of the audit and inspections.

  9. PROGRESS REPORTING DLGH, COJ AND NHBRC WILL PROVIDE REGULAR MONTHLY/ QUARTERLY PROGRESS REPORTS ON THE IMPLEMENTATION OF LIF TO SPLIT (OR AS AND WHEN IT IS REQUIRED).THE DEPARTMENT WOULD RECOMMEND THAT DLGH AND SAHRC APPROACH THE COURT FOR THE FRAMEWORK TO BE MADE AN ORDER OF COURT.
