  5. Purpose • Update on regulatory process • HPC participation in agreement • Present efforts to preserve vital information about historic properties • Jones-Lee House • A & B Auto • Greenville Art Museum

Section 106 • National Historic Preservation Act, Section 106, Part. 800.1 (a): • Section 106 of the National Historic Preservation Act requires Federal agencies to take into account the effects of their undertakings on historic properties and afford the Council a reasonable opportunity to comment on such undertakings...

MOA Key Elements • Primary parties to agreement FTA and NCSHPO • Secondary parties – NCDOT, City, HPC • Recordation work – all three properties • Preparation of local designation – museum and auto service center • Move and reuse of Jones-Lee House • New center to apply design, layout principles taking museum and auto service center into account and buffering by landscape, routing bus traffic • 5- year agreement

  8. Action Needed • Authorize the Commission Chair to execute the memorandum of agreement • Work to be performed in Section I, A and B will be done by the city’s transit consulting firm using existing project funds.

  9. Future Regulatory Review Steps • November 9, 2009 – MOA to City Council • Nov – Dec 2009 - MOA work to be completed • Dec – Jan 2010 – Estimated FONSI Completion

Moton, Jr., Assistant City ManagerGREAT Passenger Center Administrative Project Manager • Site Analysis:The City Council approved the Steering Committee recommended site between 8th and 9th Streets and Evans and Cotanche Streets on May 8, 2008. The Center will serve as part of the Center City Redevelopment process. • The proposed site for the GREAT Passenger Center is situated between 8th and 9th Streets and Evans and Cotanche Streets. North of the Center lies City Hall and Uptown Greenville. East Carolina University is located to the east of the site and the Center will provide easy access to the future Tenth Street Corridor, Pitt Memorial Hospital, and all points of Greenville, NC and Pitt County. • Background of Project:The GREAT Passenger Center will act as a transfer hub for multiple transit systems in the area. The Center has been undertaken to provide enhanced service to users of public transit systems in the region. The Passenger Center will potentially provide services for Trailways/Greyhound, Taxi services, Pitt County Area Transit, ECU Student Transit Authority, and Greenville Area Transit riders.
