Sources of Funding…… 2005 Start – Initial seed money $45,000 from the County Early grants from: 2006 - Fireman’s Fund & BAAQMD* bought us a chipper ($30,000) 2007 - Western States WUI $170,000 2008 - US Forest Service $ 78,200 2009 - US Forest Service $195,000 Of late: 2011-2012 Napa County - $150,000 2012-2013 Napa County - $150,000 2013-2014 Napa County - $150,000 2014 Napa County - $ 50,000 for a new chipper Donations average $10,000 - $12,000 per year (since 2008). *Bay Area Air Quality Management District
Wait – What? Napa County did what ??? • 2010 – Federal Funding “dries up”. • Napa County Board of supervisors agrees to fund Napa Firewise for 2011-2012 with $150,000 • $ 50,000 for Chipping Program • $100,000 for Firewise Operations • CAL/FIRE Napa County Fire Department Budget (Napa County Fire Department is contracted with CAL FIRE) and as we said: • 2012-2013 Napa County - $150,000 • 2013-2014 Napa County - $150,000 • 2014 Napa County - $ 50,000 for a new chipper
How did this happen ?…………….. • Spoke to my County District Supervisor • Message: “Reluctantly, we’re going out of Business” • Met individually with the other 4 Supervisors, same message • Developed majority support (4 of 5) Sups. • They asked what was needed, Said: $150,000. • Resolution passed • Funding is handled as a minor account item in the County Fire Department Budget. • One caveat – that we continue to pursue other grants • Agreed/Done, but not successfully as yet.
Why did this happen?………….. • Compelling case for Fire Safety: 10 out of 16 communities - so far • Visibility • Chipping Program – over 600 pick-ups/year • Broad CWPP Sign-offs • 6-8 Newspaper articles a year • Children’s Art Competition – 12 winners • 3 - 4 Newsletters/yr to 5000 Homes • Magazine advertising – 6 mo/yr to 40,000 homes • Articles/meetings/working with other stakeholders: • Master Gardeners • Napa Valley Growers • Land Trust • Bay Area Air Quality Management District • Competence - A good job, done well • Respect - County-wide for the program • Trust of County Supervisors & CAL FIRE • You have to ask
