London Taxi and Private Hire today • Part of TfL Surface Transport • TfL’s main role is to implement the Mayor's Transport Strategy and manage transport services across for London • 150 members of staff
Taxis and PHVs - What’s the difference? Taxis: traditional ‘black cabs’ • can ply for hire on street or at ranks or pre-booked through a radio circuit or smartphone app • fares regulated and set by TfL - fare calculated by meter • all vehicles wheelchair accessible with additional accessibility features • not all taxis are black
Taxis and PHVs - What’s the difference? Private Hire Vehicles • MUST be pre-booked through a licensed operator • no fare regulation - fares are typically distance based • wide range of vehicles available • services include minicabs, chauffeur and executive cars, limousines • cannot ply for hire or use taxi ranks • must not call themselves‘taxis’ or ‘cabs’
Taxis 22,000 vehicles • 2 manufacturers make models that meet the Conditions of Fitness • One year licence • Annual licensing inspections plus two MOTs per annum • 15 year age limit came into effect on 1 January 2012
Taxi Drivers 25,450 drivers • Three year licence • All drivers learn the Knowledge of London • Criminal record and medical checks on renewal • All drivers self employed • 60% of drivers own their own taxi • Required to wear badge and display identifiers

Accessible London taxis 1985 - First wheelchair accessible cab approved for London 1989 - all newly licensed taxis in London must be capable of carrying a passenger in a wheelchair 2000 - all taxis licensed for use in London be capable of carrying a wheelchair 2007 – accessibility enhancements such as Induction loop hearing system, sight patches and colour contrasting grab handles
Accessible London taxis • Wheelchair accessibility • Every London taxi must be equipped in order that wheelchair passengers may be carried in their chair • Dimensions include: • Provision of a wheelchair ramp • Door entry • Door opening minimum 90 degrees • Manoeuvrability space within passenger compartment

National position • No consistent approach • Currently national review • Mixed fleets however pressure to be wheelchair accessible within 10 years • Also pressure to develop and implement a nationwide programme of disability awareness training for drivers
