Background: Purpose: EVMS measures actual performance of work scope and the associated cost and schedule versus an agreed to baseline plan, while using disciplined means of baseline change control for documenting any changes to the agreed to baseline plan. Although we’ve been using EV at PPPL for quite awhile; since NSTX-U TPC > $50M the PU-PPPL contract with DOE requires compliance with DOE 413.3B which dictates EVMS Certification by DOE for Projects > $50M EVMS Certification October 4-6, 2011

  4. PPPL EVMS Stewardship: The Deputy Director for Operations has the ultimate responsibility for overall oversight and implementation of project management. Direct responsibility for the development and management of the PPPL Project Management System is delegated by the Deputy Director of Operations to the Project Management Officer who is supervised by the Associate Laboratory Director for Engineering and Infrastructure. The PPPL Planning and Control Division is the steward of the earned value management system policy and has authority delegated to ensure that projects follow established Laboratory policy, and by extension, applicable industry standard. PU-PPPL EVMS Complies with ANSI/EIA 748-B Standard for EVMS & is suited to the needs of PU-PPPL • Provides thorough planning of all work scope into finite elements • Integration of scope, schedule and cost objectives • Timely baseline establishment and control • Objective measurement of accomplishment against plan • Disciplined, summarized reporting • Analysis of significant variances, forecasted impacts and management actions to mitigate risk EVMS Certification October 4-6, 2011

PU-PPPL EVMS Documents Project Management System Description (PMSD) addresses EVMS and contains the following supporting procedures: • Procedure 1 Project Execution Plan • Procedure 2 Work Breakdown Structure (WBS) • Procedure 3 Project OBS and RAM • Procedure 4 Control Accounts, Work Packages & Planning Packages • Procedure 5 Control Account Plan/Work Authorization • Procedure 6 Project Schedule • Procedure 7 Cost Estimating • Procedure 8 Monthly Status Reporting • Procedure 9 Change Control • Procedure 10 EVMS Surveillance & Maintenance EVMS Certification October 4-6, 2011

Summary – PU-PPPL EVMS • Compliant with ANSI/EIA-748-B Standard for EVMS (i.e., meets the requirements of the 32 EVMS Guidelines embodied in the ANSI/EIA748; Standard for Earned Value Management Systems.) • Provides PPPL projects with timely and meaningful information to support program and project management as a decision enhancing tool and a critical component of risk management. PPPL’s EVMS: • Effectively integrates a project’s work scope, cost, and schedule into a single performance measurement baseline (PMB). • Reliably tracks planned value (PV) ,earned value (EV) actual cost (AC) of work performed • Provides performance measures against the PMB. • Provides means of identifying, reviewing, approving, and incorporating changes to the PMB. • Provides trend analysis and evaluation of estimated cost at completion. • Provides a sound basis for problem identification, corrective actions, and management re-planning.
