First call for proposals Launched: 8th July 2008 Deadline: 30th September2008 • 52 projects submitted • 21 projects proposed to be financed (by the assesement working group) • 18 projects selected for a total amount of ~ 8 mil.Euro; 2 projects with partners from educational field • 15 subsidy contracts signed by MA and partners • 1 subsidy contracts signed only by MA • 2 Lead Partners decided not to sign the contract due to current economic situation

Second call for proposals (1) Launched: 30th September 2008Deadline: 30th April 2010 Intermediary deadline 31st of January: • 28submitted projects • 19 projects selected, 1 project with partners from educational field - 10 projects – BG LPs with a total value 5,198,534 euro • 9 projects – RO LPs with a total value 5,020,750 euro • 13subsidy contracts signed by MA and partners • 3 subsidy contracts signed only by MA • 1 Lead Partner decided not to sign the contract • 2 projects with problems

Second call for proposals (2) Intermediary deadline 31st of March: • 11submitted projects • 6 projects selected: - 4 projects – RO LPs with a total value 8,712,372 euro • 2 projects – BG LPs with a total value 466,225 euro • 5 subsidy contracts signed by MA and partners • 1 project sent to MA Launched: 30th September 2008Deadline: 30th April 2010

Second call for proposals (3) Launched: 30th September 2008Deadline: 30th April 2010 Intermediary deadline 31st of April: • 74 submitted projects • 44 projects selected, 6 projects with partners from educational field • 21 signedprojects, • 9 projects sent to AM, • 2 projects under the MA’s internal approval process • 12in pre-contracting phase following: • 1 Lead Partner resigned from the project due to internal reasons, • 2 projects with problems

  10. First Call for strategic projects • 2 projects submitted - 11,905,860 euro • 1 project selected - 5,979,460 euro • Subsidy contract signed by MA and partner – 5,071,777 euro • Cofinancing contracts - 777,329 euro Launched: 15th December 2008 Deadline: 15th January 2009

Second Call for strategic projects • 4 strategic projects submitted under the Second Call for Strategic Project: - 1 strategic project submitted within the Priority Axis 1Accessibility, Key area of intervention 2; - 2 strategic projects submitted within the Priority Axis 2 Environment , Key area of intervention 1 and Key area of intervention 2; - 1 strategic project submitted within the Priority Axis 3 -Economic and Social Development, Key area of intervention 1. Launched: 25th March 2010 Deadline: 14th May 2010

Contracting Stage • 9 projects with partners from the educational field have been selected for funding, with a total value – 5.144.627,01 - 4 projects – RO LPs with a total value 2.484.946,86 euro • 5 projects – BG LPs with a total value 2.659.680,15 euro • 3 contracts concluded between MA and the Lead Partners

Signed contract Project title: Caravan of the Health and Education Lead Partner: Ovidius University Constanta General Objective: Improving the quality of life for rural population; The improvement of the cross border cooperation in the field of Oro dental health and reducing disparities between rural and urban in Romania and Bulgaria in cross-border area; Transfer of know-how and best practices in training of doctors in border area; The Development of common structures of cooperation Romanian Bulgarian in the field of health and education. Implementation period: 06.10.2010 - 07.10.2011 Total value of the subsidy contract: 210.482,53 euro Number of partners: 4 partners (Municipality of General Toshevo,Tervel Municipality,Topalu Local Council,Gradistea Local Council)

Signed contract Project title: Common strategy to prevent the Danube’s pollution technological risks with oil and oil products Lead Partner: National Research & Development Institute For Gas Turbines COMOTI Bucharest, Romania General Objective: Approaching the scientific communities, of people from cross-border region of Romania – Bulgaria aiming to solve a common environmental problem, like the one of Danube water pollution with oil products. Romanian - Bulgarian activities harmonization by creating a common structure for crisis situation management. Common strategy to prevent technological Danube pollution with oil products based on a new solution by one step centrifugal processing and separation in ecological products. Implementation period: 06.09.2010 – 05.03.2012 Total value of the subsidy contract: 477.198,33 Euro Number of partners: 1 partner - University of RUSE “ANGEL KANCHEV”

Signed contract Project title: TRANS-TOUR-NET- Creation and Marketing of Pilot Cross Border Tourist Products in Dobrudzha Lead Partner: HIGHER SCHOOL”INTERNATIONAL COLLEGE”, Dobrich, Bulgaria General Objective: To develop 5 integrated pilot tourist products (tourist routes) based on Dobrudzha’s 50 most attractive objects To increase the capacity of the administration of the identified 50 tourist objects and the related businesses to offer better services and advertise their products To raise the awareness of local population and the potential tourists of the tourism advantages of Dobrudzha region Implementation period: 03.09.2010 – 03.03.2012 Total value of the subsidy contract: 389.332,72 Euro Number of partners: 4 partners - Ovidius High School Constanta, Constanta Chamber of Commerce, Industry, Shipping and Agriculture, Ovidius University Constanta, Regional Museumof History – Dobrich.

Information and promotion (1) In 2010, the JTS organized until now 6 information and promotion events in the framework of the Programme, as follows: • 1 Event related to May 9th, 2010– Europe`s Day, Calarasi; • 1 Workshop with the Lead Partners/Partners, 11th of May 2010, Ruse; • 1 Formal Meeting with the theme “Expertise transfer from Phare to the Structural Funds for the programming period 2007 -2013”, 2nd of June 2010, Calarasi; • 1 “Project Cafe” Meeting regarding the Public Procurement, 21st of July 2010, Craiova; • 1 Informing session regarding the equal opportunities within Romania-Bulgaria Cross Border Cooperation Programme 2007-2013, 28th of July 2010, Craiova; • 1 Conference with the european multipliers of information, Calarasi September 21st, 2010.

Other activities developed by the JTS within the Programme • To ensure the secretariat support for the Joint Management Structures of the Programme; • To elaborate the documents necessary for the implementation and management of the Programme; • To organize the evaluation and selection of the applications submitted within the Programme; • To prepare the financing contracts to be concluded between the beneficiaries and the Managing Authority; • Monitoring visits to determine the projects implementation status.
