Who are Migrant Students? • They have been identified through an eligibility process by the district migrant coordinator (often are the Federal Programs Director). • They have been identified by the federal Migrant Data Exchange system – MSIX and have had their eligibility verified. • They are not Immigrant students, unless these Immigrant students have been identified as eligible Migrant Education Students.

Do I have to report a child in STARS if they are Migrant, but I do not have a Migrant Program? YES. All Migrant students will be entered in your student information system and have the TIC program code in field 5 of the program fact template. Note: They must have an approved Certificate of Eligibility (COE). Do all Migrant Students need a unique ID or only the students that are served in grade Pre K - 12? AllMigrant studentsrequire a unique ID and be entered in your student information system and have the TIC program code in field 5 of the program fact template. All children that are identified on the migrant family’s certificate of eligibility must have a unique ID, including children birth – 2 and Out of School Youth of any age, including those 18-21.
