  12. Goal Post Safety 21 deaths during the past 16 years (1979-1994) associated with movable soccer goals. 120 injuries involving falling goals were treated each year in U.S. hospital emergency rooms during the period 1989 through 1993.

  13. Goal Post Safety • All goals must be anchored • No hanging on the goals or nets • Coach is responsible for checking goals prior to practices and games • Do not play games with unanchored goals • Report any unanchored goals • Full support of league

  15. Goal Safety: • The American Amateur Soccer League will require for all programs and every activity: • a. The coaches for each game/activity or other responsible person (i.e., Field Director or Community Representative) will make a physical inspection of each goal prior to the game/activity to assure that goals are securely anchored accordance with CPSC guidelines/manufacturer’s guidelines. (Attached)* • b. The coaches for the last game of the day will make sure the goals are safely stored in accordance with the CPSC guidelines/manufacturer’s guidelines. (Attached)* • c. That all parents and guardians are told of the dangers of unsecured goals and the parents’ responsibility to keep kids away from goals, and to secure goals if necessary. • d. American Amateur Soccer League Board Members will conduct random site surveys.

Coaching License Requirements • ALL head coaches and ALL assistant coaches are required to have the 10/12  coaching certificate or E license to be rostered as a coach or assistant in either the AASL or NOGSL. • For all the new coaches registering for the first time in the Fall of 2012. • There is a one calendar year grace period to obtain a license or certification. • By the second year of coaching, a coach MUST have a license or certification or he/she will not be placed on the roster. • Coaches who were previously registered at anytime and are returning to coach in the AASL must meet the requirement before being added to the roster

  22. Pro Coaching Section D. Responsibilities of the Director of Coaching. The Director of Coaching is responsible for Managing Professional Coaches. Selecting, overseeing, and evaluating professional coaches who are paid by WSA Responsibilities of Head Coaches. Each travel team shall have a single Head Coach. Head Coaches shall have authority to make all decisions regarding his or her team subject to any restrictions imposed by these By-Laws and shall always act in the best interests of the team as a whole.

Pro Coaching • If you spend MORE than the $35 per player, then the team pays the invoices • If you spend LESS than the $35 per player, then the money carries forward to the Spring Session………but if you don’t spend it all by the end of spring, then you lose it. PLAN AHEAD. COLLECT ALL FEES REQUIRED AT THE BEGINNING OF SEASON

  27. League Rules: • PRIOR TO MATCH DAY: • The “away” coach is responsible to make first contact to the “home” coach to confirm match date, time, location and uniform color. • The home team must ensure that the away team has been contacted.

GETTING READY FOR THE MATCH: • It is the responsibility of both teams to arrive at least thirty (30) minutes prior to the scheduled start of match. • With the exception of the goalkeeper, all players must wear like-colored jerseys with a permanently attached number for identification. • Each goalkeeper must wear a different colored shirt from either team, as determined by the referee.

Coaches and Players Passes • Coaches have the right to ask to have all passes checked by the referee before starting the game. • Game shall not start or referee paid until passes are checked. • It will not be consider a forfeit if referee refuses to check passes and coach refuses to play. • PASSES MUST HAVE PICTURES, BE STAMPED WITH AASL or NOGSL AND, LAMINATED TO BE VALID. • Players or coaches cannot participate without a valid pass unless approved by the assignor. • REFEREE SHALL HOLD PASSES UNTIL THE END OF GAME • HOME TEAM COACH IS RESPONSIBLE FOR MAILING THE GAME REPORT TO THE ASSL

Game Day Players Equipment No earrings or band aids over earrings No metal hair clips • Devices which are made of hard, sharp, edged, or breakable materials are not safe and may not be worn. • Beads or other similar decorative devices woven into or affixed on the hair are inherently dangerous and are not allowed.

  36. OFFICIAL MATCH: What Counts? • Games aborted/truncated by Weather: • Any game abandoned prior to the start of the second half (example - weather) will not be considered official. You need to reschedule this game. • Any game abandoned after the start (kickoff) of the second half will be considered official if abandoned due to weather, and the score at that time will be reported as the official score. • Games Ended Prematurely by the Referee: • Any game abandoned by the referee for other reasons such as lack of discipline, no player passes or abuse, will be reported to the AASL Board. • The final determination as to the outcome and the final score of the game will be based on the referee’s report as signed by the coaches. (Refer to CONDUCT). • Once the game is cancelled by the referee due to unsafe conditions, no player passes or for any other reason shall not be played as a game or as a scrimmage.

Problems During The Game Inclement Weather: Lightning or Thunder Thirty-Minute Rule — Once lightning or thunder has been recognized, competition shall be suspended until at least 30 minutes after the last flash of lightning is witnessed or thunder is heard to begin or resume a contest. Any subsequent lightning or thunder after the beginning of the 30-minute count should reset the clock and another count should begin. HELP YOUNG REFS Enforce this and keep time.

  42. Game Day Field Closures Fields will close when they are too wet and deemed unsafe or unplayable. The Director of Fields makes this call. • Check web site or call field hotline. • Notify the visiting team • Notify respective Travel Commissioners for away sites also

Cancellation Due to Weather: • Canceling matches due to weather conditions must be done by the Field Manager or Community Representative, not the coach(es). • If a weather-related Field condition cancellation occurs the day of the game, the “home” community representative must contact the “away” community representative and Referee Assignor at least three (3) hours before scheduled start of match. • After 3 hours or when both teams have arrived at the field for the match it is the responsibly of the Referee to cancel match. • If the field is closed, no matches will be played the entire day. • If the weather is determined to be hazardous by the referee (prior to the start of the match or in the first half), the match may be rescheduled. • If the match is terminated after the start of the second half due to weather conditions, the match will be considered complete and the standings at the time of cancellation shall be official.

MATCH CANCELLATION: • Both coaches must notify their Community Travel Commissioners if a match is canceled by the referee at the field due to weather/field conditions the day that a match is cancelled. • The home team’s Community Representative must contact the AASL Referee Assignor and AASL League Scheduler to inform him/her of such cancellation. • If match is canceled due to weather/field conditions by the Community, that Community must contact the other Community and AASL Referee Assignor three (3) hours prior to the start of match. • In situations where matches are cancelled at the field before the conclusion of the first half, the referee should be paid one half of the fee. AASL ONLY

  45. TEAM NO-SHOWS: • If a team does not show up by the scheduled start of the match, the opposing team and referee must give the team that is not present thirty minutes past the start time to arrive. • The non-showing team shall be reported to the AASL/NOGSL Board. • If the team intentionally did not arrive to play the match, there shall be no scheduled rematch. • NOTE: There is a $50.00 fine for a team that is a ‘no show’ for a scheduled match. $100 NOGSL

REFEREE NO-SHOWS: • If a referee does not show up fifteen (15) minutes past the scheduled start of the match every effort must be made to play the match, but teams do have the right not to play without a licensed referee. • In such a case, the coaches should first attempt to locate a licensed referee. • If one is unavailable, then a combination of a volunteer from each team per each half of the field may be substituted. • The volunteer referee(s) shall have all the authority of the match as a licensed referee. • Both coaches must agree on volunteer referee(s) before the start of the match. • The score and the decisions of the referee(s) of the match shall be considered final. • The match result must be reported and will be considered valid in determining team standings. • The volunteer referee(s) will give the match report to the coaches to send into the league and shall be paid the amount of the normally scheduled licensed referee. • If a referee or volunteer referee(s) cannot be agreed upon then the match will be rescheduled using the RESCHEDULE POLICY.

  47. NO Show Referee • Problem: • Referees may not show at home or away games. • This occurs at game time when both teams are ready, parents ready, gas and time have already been wasted. • Options: • Reschedule the game. A big waste! • Cancel the game. You paid for it already! • Play with volunteer referees. One acceptable option. • Call for immediate help and play the game 15-20 minutes late. Another acceptable option.

No Show Referees • Current Policy/Solution: • Option 1: Play with volunteer referees • Suggestions include: • Having the coaches take turns per half or per side of the field • Asking for volunteers from the crowd. There are hidden refs out there • Gentleman’s agreement and no actual referee. (May be useful for older ages) • Option 2: Call for immediate referee substitution • Only for Westlake Home Games • Call *** and they will provide replacement who will arrive within 15-20 minutes. These replacements are “on-call” and start the game. • The referees receive the same payment per rules.

Further Info on Rescheduling Matches • WITHIN 36 HOURS: • The home coach must call the away coach with 3 alternative dates to reschedule the match. • The home Community Representative must contact the AASL Referee Assignor and the AASL League Scheduler to inform him/her that 3 reschedule choice dates have been given to the away coach. • WITHIN 72 HOURS: • The away coach must make every effort to agree on a reschedule date provided by the home coach. After a date is agreed upon, the home Community Representative must report this to the AASL Referee Assignor and AASL League Scheduler. If no date can be decided upon within seventy-two (72) hours by both coaches, it will be called a “NO MATCH”. No match = No points in the standings. • PENALTIES: • If there is no contact from the home Community Representative to the AASL Referee Assignor or AASL League Scheduler, or if the home coach does not contact the away coach within thirty-six (36) hours, THE HOME TEAM FORFEITS (0-4) AND IS FINED $50.00. • If the away team or away Community Representative does not respond to calls or he/she makes no attempt to return calls back to the home team in an attempt to avoid rescheduling the cancelled match, THE AWAY TEAM FORFEITS (0 - 4) AND WILL BE FINED $50.00 FOR NON-COMPLIANCE WITH THE RESCHEDULE POLICY.
