A brief look at the origins Theresa A. Pardo Moldova Open Government Day March 12, 2012
E-Government and Open Government OPEN GOVERNMENT E-GOVERNMENT E-DEMOCRACY • New technologies to support democratic practices • “amplify the political voice of citizens” (Hindman*) by increasing the availability of information and participation • New technologies to support administrative practices • Increase quality and cost-effectiveness of government operations AND OR *Hindman, M.S. The myth of digital democracy. Princeton University Press, 2009.
What is the OGP? • The Open Government Partnership (OGP) is a new international initiative aimed at securing concrete commitments from governments to promote transparency, increase civic participation, fight corruption, and harness new technologies to make government more open, effective, and accountable.
Why an OGP? • The architects wanted to do something which might encourage small, tangible improvements in the way governments promote transparency and good governance. • The idea is to provide a network of support to reformers across the world pushing for open government, to enable them to share ideas and lessons, and to strengthen their hand by demonstrating to skeptics that they are part of a broader international movement. • It brings government’s domestic achievements to the international spotlight to encourage reforms and reformers. By that modest yardstick, the initiative is a step in the right direction. Source: Barder, Center for Global Development, Nov 2011
OG in the US • Great progress, maybe more than any other administration. • Administration not satisfied, civil society not satisfied. • Not doing enough, not doing it fast enough. • Tension between having a vision and making change across government.
The Goal • “And when we gather back here next year, we should bring specific commitments to promote transparency; to fight corruption; to energize civic engagement; and to leverage new technologies so that we strengthen the foundation of freedom in our own countries, while living up to ideals that can light the world.” --- President Barack ObamaUnited Nations General Assembly, 2010
A Culture of Openess “We want to be the most open and transparent government in the world.” Prime Minister David Cameron (2010)
The promise of the OGP • “... if there was ever a time in history to launch an international open government partnership, this is it. Historically, it’s a highly atypical diplomatic initiative: unideological, nonexclusive, engaged with all levels of government and society, and diffuse—it’s a heck of a promising initiative, if it turns out to be for real.” Greg Michener, Observing Brazil
Openness as a powerful lever • Open Data and Transparency may be the most powerful levers of 21st century public policy. They present multiple opportunities offering benefit to the public sector, individuals, businesses and the UK as a whole. Open Data enables accountability; it improves outcomes and productivity in key services through informed comparison; it transforms social relationships – empowering individuals and communities; and it drives dynamic economic growth. • – Prime Minister David Cameron (2010)
The vision “this is how progress will be achieved in the 21st century — meeting global challenges through global cooperation, across all levels of society.” President Barack Obama NYC, 2011
OGP • Grown quickly • As with any organization that has grown quickly, they are trying to figure out how best to respond to all the challenges. • Currently in the process of reflecting on own strategic future. • How to meet the needs for advice from countries, how to keep the movement going forward.
