  2. Taft Becomes President • A. William Howard Taft • 1. Taft was handpicked by Theodore Roosevelt to be the next president. • 2. However, Taft did not expand the Republican Party and he received little popularity. • 3. He was in Roosevelt’s shadow.

  3. B. The Payne-Aldrich Tariff • 1. Taft campaigned on the platform of lowering tariffs. • 2. However, instead of signing the Payne Bill which lowered the rates on imported manufactured goods, Taft signed the Payne-Aldrich Tariff which made fewer cuts and increased many rates.

  4. II. The Republican Party Splits • Problems within the Party. 1. Many Republicans disagreed with Taft’s support of Joseph Cannon, Speaker of the House because Cannon did not support Progressive Bills. 2. At midterm elections in 1910, Republicans lost control of the House to the Democrats for the first time in 18 years.

  5. B. The Bull Moose Party • 1. Roosevelt returned in 1912 to run for office and he won the nomination of the “Bull Moose Party.” • 2. The problem was that Republicans split the vote between Roosevelt and Taft. • 3. As a result, Woodrow Wilson, a Democrat won the presidential election.

  6. C. Wilson wins the Election of 1912 • 1. Wilson won the election because Taft and Roosevelt publicly slandered each other. • 2. Wilson supported small business and free market competition and characterized all business monopolies as evil.
