Initial Stepping Stones on North Efate: Results • In Paunagisu Village, it was difficult to implement because of “raurau” and land disputes in the community. • Emua Village completed Stepping Stones in 2009. It took time, but they did it! • Saama Village did not have the drive, and were more interested in gardening and sending goods to the market. It also seemed that things started at the wrong time.
