Water Quality Integration Study Justin Pickard West Basin Municipal Water District 2nd Annual CalDesal Conference October 4th, 2013
Outline • Introduction to West Basin • West Basin’s Desalination History • Project Objectives • Part 1 - Pipe Loop Testing • Part 2 - Chloramine Stability and DBP Formation
Who is West Basin? • Wholesaler of imported water • MWD of So Cal Member Agency • Industry leader in water recycling • 1 million people in service area • 17 cities and portions of • unincorporated LA County
Conservation Recycled Water Groundwater Groundwater Groundwater 1947 1990 2012 Imported Water Imported Water West Basin Water Supply Portfolio
Desalinated Ocean Water Groundwater Conservation 2020 Recycled Water Imported Water West Basin Water Supply Portfolio
Desalination Objectives and Steps • Improve reliability • Reduce dependence on imported water • Diversify water supply portfolio • New source of local potable water
Water Quality Integration Study Project Objectives • Part 1: Evaluate the impacts of introducing desalinated water into local distribution systems • Part 2: Evaluate the impacts of desalinated water on chloramine stability and the potential for disinfectant byproduct (DBP) formation in partnership with MWD
Part 1 – Pipe Loop Testing • Circulate blends of desal water, groundwater and MWD water through typical distribution system materials • Test water for metals which indicate corrosion • Determine post treatment processes for full scale facility
Part 1 – Pipe Loop Testing • 5 Blends of Water: • 100% Desal • 100% MWD • 50% Desal/50% MWD • 25% Desal/75% Groundwater • 25% MWD/75% Groundwater • Duplicate Loop (100% MWD)
Copper Pipe Loops • Typical home plumbing materials • Copper pipe with lead solder • Harvested brass water meters • Alternating stagnation/ circulation cycle • Constituents of interest: Copper, Lead
Cement Mortar Lined Steel Pipe • Typical distribution system material • Steel pipe with cement mortar lining • Constant circulation for 7 days • Constituents of interest: Aluminum
Unlined Cast Iron Pipe • Typical material in older distribution systems • Harvested from local distribution system • Constant circulation for 7 days • Constituents of interest: Iron, Manganese
Part 1 – Pipe Loop Testing Conclusions • All source waters had positive CCPP and LSI values • Calcite contactor was effective post treatment for desalwater • Problematic leaching of metals not observed for 100% desal water or desal blends
Part 2 – Chloramine Stability and DBP Formation • Bromide in desal water can impact chloramine stability • Chlorine can react with bromide and organic material to form disinfectant byproducts • MWD to investigate in bench-scale testing
