Global Level Crossing & Trespass Symposium 2012Reducing disruption and risk Andrew Trotter Chief Constable British Transport Police
Setting the scene What is the risk? Partnership working Innovative approach Reducing disruption
British Transport Police 7 million rail journeys 2804 railway stations 2815 police officers 378 PCSOs 244 Special Constables 1396 police staff
Level crossings – the risks • Approx 7000 level crossings on NWR infrastructure • Different types of crossings • Lack of awareness on use of level crossings • Significant risk to the rail industry of a major incident – e.g. Ufton Nervet
Ufton Nervet rail crash • First Great Western service hit stationary vehicle on level crossing • All 8 coaches derailed • 200 passengers on board, over 100 injured • 7 people died (including the driver of the vehicle) • Driver of vehicle committed suicide • Significant disruption, recovery and investigation
Sudbury rail crash • User worked / authorised user only crossing • Driver failed to follow instructions (crossed without phoning) • Driver prosecuted and imprisoned
Partnership working • Joint working with industry partners • More collaborative approach to risk assessment • Joint resolution of cross-industry issues • Joint aim: • Reduce risk • Increase enforcement • Increase awareness • Design out
BTP’s response • Partnership work with Network Rail • Innovative response • Mobile Safety Vehicles
BTP’s response • Targeting hotspot locations agreed with industry • Problem Solving Plans developed locally • BTP Traffic Fixed Penalty Notices • New sentencing standards agreed with HMCTS • Driver education courses rolled out nationally • 33% reduction in offending at locations where vehicles have been deployed • Response has helped reduce disruption
Reducing disruption • 31% reduction in NWR delay minutes caused by level crossing incidents against last year • 14% reduction in NWR delay minutes caused by trespass against last year • Offences
User Worked Crossings • Need for greater automation and better information allowing the user to make an informed decision • Larger numbers now redundant and NWR are seeking to close • Problem Solving Plans and agreeable behaviour contracts • Use of Community Behaviour Orders
Disruption Strategy • Development of disruption strategy • Reduce disruption related incidents and time taken to deal with such incidents • Railway obstruction • Suicidal persons • Trespass • Disorder • Crime scenes • Vandalism • Unattended packages
