Appendix S3 (Agenda Item 1.2) • IAP Approved • Appendix S3 updated as per CPM Report • Recommendation 66 updated • Out of band emission limits not to be included in RR
Appendix S7 (Agenda Item 1.3) • No IAP • U.S. prefer to include ITU-R Rec. (T/G 1/6) through Incorporation by Reference • Canada prefers to transfer most of ITU-R Rec. (T/G 1/6) in Appendix S7 • Other options exist • Canadian views are the same as APT and CEPT
V-Band (Agenda Item 1.4) • IAP developed after many long hours of discussions (Mexico, Costa Rica, Colombia, Bolivia, Peru, Uruguay, U.S., Canada, Argentina) • FSS allocation in Region 1 • Soft partition spectrum: • 37-40 GHz - HDFS • 40-42 GHz - HDFSS/BSS • 42-43.5 GHz - HDFS • Regulatory language of footnotes improved • pfd limits in the 37.5-40 GHz and 42-42.5 GHz bands - Lower than the values in the CPM Report, however, still within range of practical FSS gateway systems
V-Band (Agenda Item 1.4) • satellite power control of +13.5 dB over the pfd limits permitted - percent of time for satellite ATPC subject to new Resolution • Additional primary BSS allocation in the 40-40.5 GHz band • Additional secondary MSS allocation in the 40.5-41 GHz band • terms of reference for Resolution 128 expanded to include BSS in the band 42-42.5 GHz • retained Resolution 726 (MOD)
HAPS in 47/48 GHz (Agenda Item 1.5) • IAP approved (8 CITEL countries) • Canada did not remove name from [ ] • Require more time to review need for “freeze” on FSS applications
IMT-2000 (Agenda Item 1.6) • CITEL common proposal supporting the 1.7 GHz band was approved • In the first session of the IMT-2000 Chapter Group, it was clear that about 10 countries were supporting the 1.7 GHz band • On the second day, Argentina attempted to develop a compromise proposal separating the 1.7 GHz and 2.5 GHz • 1.7 GHz band for initial deployment • 2.5 GHz band subject to further study
IMT-2000 (Agenda Item 1.6) • The 1.7 GHz proposal was approved in the IMT-2000 Chapter Group late Wednesday • formally supported by Argentina, Canada, Peru, Mexico, Chile, Venezuela, Bolivia, Ecuador, El Salvador, Guatemala • A number of CITEL countries plan to use the 2.5 GHz band for MCS/MDS applications
IMT-2000 (Agenda Item 1.6) • The 2700-2900 MHz band • NOC • IAP supported by a large number of CITEL countries • Canada did not remove name from [ ] • HAPS in IMT-2000 bands • Canada made significant modifications to U.S. proposal • “shall not constrain development of existing systems” • Canada did not remove name from [ ]
Earth Stations on Vessels (ESV’s) (Agenda Item 1.8) • Existing IAP was revised based on the Canadian proposal • Includes technical and operational constraints on ESV’s in the Resolution
MSS in L-Band (Agenda Item 1.10) • IAP approved, using the Resolution in the Canadian Proposal • Revisions to Footnotes S5.353A and S5.352A were not accepted, however, reference to the Resolution requesting studies for prioritization /pre-emption is made in these footnotes
Non-GSO FSS (Agenda Item 1.13) • IAP package was developed based on Canadian and U.S. proposals for the procedures for compliance with operational and additional operational limits • Proposals for revisions to Resolution 130, 538, Article S9, S11, Appendices S4 and S5 were made
Non-GSO FSS (Agenda Item 1.13) • No administration objected to the package, however, some administrations wanted additional time to study before signing • Mexico and Brazil had difficulty in supporting the IAP (CAN/US) regarding the band 17.3-17.8 GHz
Non-GSO FSS (Agenda Item 1.13) • 4 CITEL countries support the complete package • More countries are expected to support the proposal package in the next 2 weeks
RNSS (Agenda Item 1.15) • IAP approved for RNSS allocations in the 960-1215 MHz(1164-1212 MHz), 1260-1300 MHz, 1300-1350 MHz and 5000-5030 MHz • In the band 960-1215 MHz: • Canada proposed 64 MHz • U.S. proposed 24 MHz • ICAO proposed no more than 48 MHz • Agreed to 48 MHz in IAP (U.S. supported only this proposal in the IAP)
Above 71 GHz (Agenda Item 1.16) • Canadian proposal dealing with new Resolutions was accepted • no support for soft partitioning spectrum in the range 71-86 GHz for FS and FSS services • IAP was approved (Argentina, Costa Rica, Guatemala, El Salvador, Mexico, U.S., Uruguay, Canada, Colombia, Chili, Bolivia) • modified allocations in the 71-275 GHz band to satisfy passive services • included new Resolutions XXX and YYY • included Canadian footnote S4.XXX
Appendices S30 and S30A (Agenda Items 1.19, 1.19bis, 1.20) • IAP’s approved based on Canadian and U.S. input • 1.19 - Protection of R2 BSS plan and continuing access to arc 37o W-10o E for R2 FSS use in the band 11.7-12.2 GHz • 1.19bis - RR S23.13/2674 • 1.20 - Articles 6 and 7 of Appendix S30 and S30A among other items
