Overview • The current model generates all kinds of needs • Needs Identification • New Models
The Current Model Generates All Kinds of Needs FORSCOM has a working model for developing sustainable installations: • Command emphasis • Baseline • Community goal-setting workshop • Teams to manage goals • Plan and budgeting • Participation in regional sustainability
Needs Identification The FORSCOM model has already begun to identify needs for: • Technology readiness evaluation • Training • Policy development
Technology Readiness Evaluation Installations will need to know: • When is a sustainability concept or technology ready for use? • When will it be cost effective? • Will it perform as promised? • What can be done now to be prepared for a technology that is 5 years away? • Does it meet the installation’s specific need?
Training As with any new concept, the Army will need training: • What is it? • How do we do it? • How does it specifically apply to various disciplines? • How will it be integrated into the fabric of the Army mission?
Policy Development Many current policies are inconsistent with sustainability: • Construction (building costs vs. lifecycle operational and demolition costs) • Material and product procurement (the DFAR) • Sustainability policy • Many, many more
New Models The Army has a working model for troop installations (FORSCOM). How will sustainability apply and be pursued by the other Commands for their facilities?
Wrap Up • Our community is learning about an approach that can help us advance environmental goals that will support the mission. • Much is needed to evolve our programs into a sustainability-based effort.
