  3. Streetscene commencement and the contribution from the Environmental Enforcement Officers • Team of 8 officers managed by Wayne Hughes • 3 based in the Town – 1 dedicated to Town Centre and area around Guildhall/Llwyn Isaf • 5 Officers cover the rest of the Borough (4 during summer months)

  4. Multitasking/Flexibility • All Officers vans equipped to pick up stray dogs and all can deputise for Dog Warden when he assists pest control (wasps July-Sept) or on annual leave etc • In addition 1 Officer carries out pest control duties from April – October (busy periods) • All have to be flexible and able to do other jobs when called on to do them • Core roles enforcement, camera surveillance work and education in schools

  9. National publicity -Flytipping prosection. Wrexham Continues to Clamp Down on Environmental Crime Wrexham Council's high tech war on fly tipping has paid off with a successful prosecution following a surveillance operation using mini CCTV cameras at a known dumping hotspot. Stuart Graham Norgrove of Cefn Mawr (25), pleaded guilty at Wrexham magistrates recently and the judge handed him a £500 fine with £80 costs. Officers traced Mr Norgrove when his vehicle registration was checked using the Authority’s links to the Driver and Vehicle Licensing Authority (DVLA). 1 Successful F/T prosecution taken through court & 1 Littering 3 prosecutions pending

  11. Awareness – Dog Chipping • Neutering - last year we had 120 neutered, this year we have over 220 booked in with local vets and Acorn are handling out vouchers for re-homed dogs • Partnership working with: • Dogs Trust • RSPCS • Kennels • Vets • Since January over 160 have been micro-chipped

  13. Budget Pressures 2008/9 • 5 Environmental Enforcement Officer posts are temporary posts. Funded through community safety budget which ends March 2008 • Service Pressure of £130,000

Income from fines • Estimated Income from fines £22,000 based on current receipts • The Service has for the last 3 years accounted for £10,000 of this income as part of its annual budget • Income from pest control significantly down this year due to seasonal variation and fewer complaints re: wasps/ants

  15. Streetscene Enforcement • The value of the teams work has been demonstrated over the last 12 months. It will not be possible to achieve street scene enforcement targets next year without these officers • Significant increase in targets from 350 FPN - team to achieve 600 FPN this year • Increase in prosecutions including for non payment • Highly skilled officers with considerable experience. It would take at least 18 months to train new staff to this level
