The Total Population Census’2001 • Total population of Lithuania in 2001 – 3 487 000 • In 2003 total population decreased by ~ 41 000, i.e. less than 1% • Statistics includes data about ~1500 cities and settlements with population of > 200, this is~ 85% of tot. pop. • TPC’2001 Questionnaire includes question “Are you connected to a sewer?” • Storage tanks are included in WWCS
Waste water database • Database includes data on about 1069 WWTPs • From DB 327 WWTPs were selected which: • corresponds to JQ UWWTP and other WWTP, i.e. IWWTP definitions and • have data on influent and effluent about: TSS, BOD (at least) + COD, N , P. • No data about independent WWTP is supplied to DB.
Population excluded from WWT analysis • Rule: if settlement’s treatment plant could not be identified then this settlement is excluded, i.e. defined as not treated Data about population is excluded: • in settlements < 200 pop. of all pop. – 516 465 (14.8% ) • in settlements and towns which are connected to WWCS: • with < 1 000 pop. – 288 291 (8.3% of total pop.) • with 1 000 - 2 000 pop. – 36 352 (1.0% of total pop.) • with 2 000 - 10 000 pop. – 47 186 (1.4%of total pop.)
Identification of WWT category • For identification of a WWT category JQ treatment plants classification was used • WWT category of a particular WWTP was identified according to requirements of UWWT Directive: • was applied principle “and” for treatment efficiency for all indicated parameters • treatment efficiency of Coliforms has not been taken into account
Problems (1) • TPC’2001 data does not indicate WWCS type, i.e. system of conduits, storage tanks or combined system. • There is no data about treatment on part of settlements which are connected to sewer. In case there is no data about WWTP in a settlement it’s impossible to indicate treatment category. Should this part of population be excluded from WWT, although they maybe are treated? • Proposals (draft) of the Commission:Storage tanks are no collecting systems in the terminology of the UWWT Directive.
Problems (2) • There is no definition of individual treatment plant in Lithuania, so no data about independent treatment is available in Lithuania. • Incomplete data on influents. WWTPs usually supply all required data on effluents, but not so eagerly on influents.
Conclusions • TPC’2001 data on population could not be used forever. So, more sophisticated methodology for assessment of population connected to WWT should be developed. • Data collecting system in waste water field should be changed to fill gaps of JQ and to fulfill reporting obligations to the Commission.

Problems Collected primary data analysis has showed that: • Significant amount of WWTPs has not supplied data • Data supplied is not comprehensive • Majority of WWTPs has not provided data about sewage sludge amount in dry solids and m3 • Outcome - there is no possibilities to fill Table 6 of JQ for 2003
Solutions • Data collecting problems on sewage sludge in Lithuania could be and will be solved by legal means only. • On July, 2004 will come into force package of new legal acts on statistical accounting of waste (in Lithuania sewage sludge is attributed to solid waste field): • The Permits for Activity • The Waste Treatment Rules • The Rules on Sewage Sludge Use
The Waste Treatment Rules • EWC-Stat included • Waste recovery [R] and disposal [D] definitions corresponds to EU legislation and JQ • Mandatory primary data reporting for waste producers and treaters • We shall include sewer sludge reporting in dry solids and cubic meters
The Rules on Sewage Sludge Use • Reporting forms on sewage sludge use will be improved to fulfil reporting obligations (93/481/EC and 94/741/EC) to the Commission
