SOUTH AFRICA Training and Tutoring Feedback June 2016 Ms. Anita Simon National Nuclear Regulator
Cooperation Projects in T&T 2014-2015 • International Bilateral and Multilateral Arrangements and Cooperation • NNR has Bilateral technical cooperation agreements with international counterparts: ASN(France), CNSC (Canada), USNRC, (USA), ROSTECHNADZOR (Russian Federation), NNSA (China),ONR(UK), STUK(Finland), KINS (South Korea) • FRAREG • MDEP – multinational design evaluation programme. • Swedish Radiation Safety Authority (Sweden) • NERS – Network of regulators of countries with small nuclear programmes • EC Training and Tutoring project • Regional Co-operation • AFRA – African Regulators Forum • FNRBA – the NNR leads 2 Technical Working Groups • National • Cooperative governance agreements with inter- governmental agencies • IAEA • IAEA Fellowships • IAEA projects – NNR Participates in IAEA Missions, standards committees
EC Funded Training and Tutoring • Requirements and Safety Evaluation for RW Management • Requirements and Safety Evaluation for Decommissioning of Nuclear Facilities • Requirements & safety evaluation of NPP SAR • Phase 3 Nuclear Power, Reactive Power Technology, NPP Safety from a Regulatory Perspective • NPP Civil Structures Requirements and Seismic Safety • NPP Mechanical Structures and Components Requirements and Seismic Safety • Nuclear Fuel Cycle and Uranium Mining from a Regulatory Perspective • Theoretical Training on Level 1 PSA for Internal Initiating Events • Management of Spent Fuel and Radiation waste • Radiation Protection and Emergency Preparedness • Regulatory Inspections (oversight) during NPP operations • Oversight on Safety Culture and Management Systems • 18 employees attended training and 2 attended tutoring.
Future Needs in the present Training and Tutoring Catalogue • Evaluation of Safety Culture • Induction to Nuclear Safety • Safety Assessment for NRA • Management Systems and Safety Management Principles in the Execution of regulatory function • Regulatory Control of Nuclear Site Evaluation and Inspection during the Siting and Construction Phase • Regulatory Control of Nuclear Site Evaluation and Inspection during the Siting and Construction Phase • HOF – Human and Organizational Factors • Review and Assessment of Nuclear Facilities • Application of IAEA Regulation in the Transport of Radioactive Material • Radiation Protection in Medical Applications • Design, Conduct and Follow-up (…) Radiation Protection • Design, Conduct and Follow-up (…) Environmental • Basic Safety Related Aspects and Regulatory Oversight on NPP Operation • Nuclear Safety - 1 Safety in PWR, BWR, CANDU, VVER, RBMK for Regulators, Operators and Licensors • Nuclear Reactor Safety for GEN II • Nuclear Reactor Safety for GEN III & IV INSC coordination meeting on T&T
Future Needs in the present Training and Tutoring Catalogue • SOFIA Simulator 3Training – PWR Operation, Physics and Safety • Deterministic Safety Assessment of Nuclear Power Plants • Application of Nuclear Safety Concepts in the Development of Regulation and Guidance • Evaluation of Safety Assessment Reports of RR&NPP • Criticality Safety • Thermal-Hydraulics • Fire Safety in Nuclear Power Plants • Investigation, Reporting and Follow-up of Operating Events • Site Evaluation • Design, Conduct, Reporting and Follow up of Inspection Programmes Related to Reactor Structures, Systems and Components Important to Safety • Lessons learned from the Fukushima Daiichi Incident And EU Stress Tests • Ageing and Mechanical Analysis • Legal Basis and Regulatory Processes for Nuclear and Radiation Safety • Nuclear Fuel Cycle Safety • Safety Assessment and Regulation of Decommissioning of Nuclear Facilities • Review and Assessment of Nuclear Facilities by the Regulatory Body • Final Disposal Safety • Emergency Preparedness and Response • Nuclear Security • EXTREME – External Threat Response Management Exercise INSC coordination meeting on T&T
Future Needs NOT in the present Training and Tutoring Catalogue 1: Nuclear Security -Cyber Security Management at NPP/ Research reactors,Security during transport of RM/NM, Maintenance of Intrusion Detection systems, Nuclear Security practitioners – training and qualification, Nuclear Security Culture, Design base threats and Security by design, Nuclear Security Inspections and Audits 2: Management on Interface between safety, security and safeguards 3: Research reactor Safety 4: Regulatory capacity building for new build – licensing, vendor ,manufacturing inspection, construction site inspections, etc; INSC coordination meeting on T&T
LessonsLearned: GoodPractices. All individual who have attended the training thus far have provided very positive feedback about the programmes and have indicated that the training will enhance their knowledge and understanding of the subject matter and its application in the workplace. Trainees mentioned their appreciation of the opportunity to draw knowledge and experience from different experts with industry experience who were given slots to share their experience and expertise. NNR in conjunction with ITER hosted 2 EC sponsored African regional training workshops in Centurion, South Africa. • RTC1: EU acquis, legal and regulatory framework, regulatory role, held on the 30th November – 04 December 2015 • RTC2: Basic nuclear safety concepts, regulatory function, licensing management and decision making, held on the 07th – 11th December 2015; Delegates from different NRA’s and TSOs across the continent attended the two training courses.
LessonsLearned: Whatcouldbeimproved? More regional training programmes -identified priority area would be Human and Organisational Factors which both the regulator and licensees are seeking to imbed in its processes. Consistency in the funding model between Iter and Enstti
Final Remarks/Conclusion The NNR has benefitted enormously from the training opportunities provided. The training has contributed to the upskilling of current employees and has also provided the opportunity for us to train proactively for future responsibilities The NNR would like to extend it thanks and appreciation to the European Commission and its partners for providing these opportunities. THANK YOU!
