Lessons Learned: Good Practices PNRI • Support and active participation by PNRI management, DOST and other governmental organization • Creation of Training Needs Assessment Committee utilizing SARCoN; preparation of NRDhuman resource development plan • After training echo-seminar made part of performance rating ENSTTI, ITER-Consult • Almost all topics relevant to nuclear safety are covered • Subject matter experts are well tapped; they unselfishly share their knowledge and experience EU • Involvement of the EC made possible for the experts of EU member countries with NPP experience to work together and share best practices and challenges • Global collaboration and networking for continual improvement of nuclear safety
Lessons Learned: What could be improved? (1 of 2) PNRI • Incorporation of results of training needs assessment in human resource management system; • Structured training for safety evaluators and inspectors • Capacity building for human resource management and staff • Administrative arrangements for selection of participants ENSTTI, ITER-Consult Provision of guidance on building specific technical expertise (specialized technology competency, eg criticality analysis)
Lessons Learned: What could be improved? (2 of 2) EU • Support on scholarship program on higher education (MSc, PhD in radiation and nuclear safety) • Topics more suitable for NPP embarking countries • Coordination, networking among experts of EU member countries and experts of countries in the Region towards continual improvement of nuclear safety and bringing awareness on updates, issues and concerns.
Feedback from Philippine participants Lots of information/knowledge/expertise acquired Enhanced level of competence/confidence Capacity to do new tasks and improved performance of current tasks Collection of training materials made available in intranet (e-files) and library (hard copies) Appreciation of nuclear technology and culture of host country
Concluding Remarks The Philippines acknowledges the benefits derived from T & T campaigns- • Knowledge transfer of nuclear safety that is made global by EU • EU experts passion and willingness to share their knowledge/expertise • Good practices of EU countries are shared • Issues and concerns are openly presented and discussed T & T have multiplier effect… trainees are tapped as trainers.
