Implementation of the project Country level objectives • Strengthen data exchange between components of the National Statistical System. • Improve data dissemination by HCP: insure large access to national indicators and metadata. • Strengthen data exchange between HCP and UNSD.
Implementation of the project Activities of the project: UNSD missions 4 UNSD missions to morocco • mission 1: : Review of current national practices in the compilation of national MDG indicators, and reporting at international level • mission 2: to see how the CountryData project can address Morocco's needs for dissemination of development indicators and other indicators. • mission 3: To train staff on the installation and use of a SDMX Fusion registry. • Mission 4 : to review the final implementation of the project, of the SDMX, catalogue of metadata , BDS dissemination’s channels and briefing for the current Country Directors Meeting
Implementation of the project Activities of the project: Workshops, training and study visits • 4 SDMX installation/ training workshops: focused on best practice for the sharing and dissemination of development indicators. • 1 XML/XSLT study tour to UNSD : training in technologies that UNSD uses for the generation of its statistical yearbooks and other publications (to learn how to automatically generate morocco statistical yearbook from BDS). • This final meeting to assess the project and think about the future and post 2015 agenda
Outcomes • General achievements : Improvement of statistical and information technology capacities. • Statistical side • Strengthening of our knowledge on metadata as a key element for statistical activities – impact on national capacity to assess reliability of the data and indicators produced. • IT side • The project has endowed DS with the latest technology in data exchange (SDMX). • The Project allowed DS to master the technology of producing automatically publications from a database.
Outcomes Direct outcomes • Online automatic data exchange with UNSD using SDMX tool. • National data repository. • Mapping tool: With the assistance of UNSD, HCP, built SDMX export module. • Fusion Registry installed in December 2013 by experts of UNSD. • Online SDMX Registry. • Selected MDGs indicators are available on the UN data portal. • Metadata for selected indicators The implementation of the new BDS developed by DS with 4 modules: Indicators consulting, BDS Administration, Generating publications and SDMX and XML exporting is an important step for the implementation of the project.
Outputs Related benefits from the project • The project will help to ameliorate the visibility of national data. • It helped to know how to compare national data to international data on development indicators. • Know how to Automate the publication of the statistical yearbook. • It also allowed to reinforce the internal dialogue between different entities of HCP and between DS and other national partners. • The project has completely transformed our perception of our relationships with administrative sources in order to implement an automatic data exchange with them via SDMX or other similar tool.
Difficulties faced • Elaborate the metadata handbook requires a lot of work and more effective coordination at national level with partners. • The migration of data from old BDS to new BDS was very challenging and took a lot of time, mobilizing around 17 people. The check of data migration is the next step.
Lessonslearnt • What seemed impossible a few years ago is now achieved with the support under UNSD-DFID project. • Improving statistical system can not be done without improving IT tools at different stages. • More dissemination of data equal more improvements of its quality. • Ameliorate the national coordination in NSS is a key element for a good quality of development indicators.
PLANS FOR THE FUTURE • Control of migrated data in the new BDS from the old BDS. • Compile the National Metadata Handbook and share it with national partners and international organizations (UNSD, etc.). • Expand the scope of SDMX registry to include more development indicators. • To work with line ministries on online data exchange. • To train staff on metadata issues in order to implement a dedicated unit in our office. • Develop synergy with other projects on data transmission by SDMX or other similar tools: Eurostat, Unescwa and IMF are the tree targeted institutions.
Conclusion • The project has improved the statistical and IT capacity of DS and the results are very important. • Our hierarchy at different levels decided to continue working on this aspects to achieve our plans for the future with technical assistance of UNSD and other targeted organizations. Objectives, plans/challenges • Generate Statistical year book or another publication automatically from BDS. • To succeed in working on online data exchange with national partners (line ministries and others)
