The House and the Senate Consider the Bill • Assigned letters and a number – i.e.) HR1215 • Printed in Congressional Record • Bill is sent to Committee • standing committee (permanent) • may be referred to sub-committee • set aside – kills the bill • holds hearings – testify for and against • accepted, rejected, or changed • House Acts on the Bill • placed on calendar • speaker decides when or if will be debated on floor • House Rules Committee – how much time will be debated – divided evenly between supporters and opponents • Senate Acts on the Bill • same except not debate time limit • filibuster– delay a bill by “talking the bill to death” • can be limited with 3/5 vote – cloture • bill is sent to conference committee to compromise – need identical
The President Acts on the Bill • president can sign • veto the bill • give reason rejected • pocket veto • keep bill for 10 days w/o signing or vetoing while Congress is not in session • bill is killed • if Congress is in session, the bill becomes a law w/o signature
