Promoting Innovation and Economic Growth With community input, NSF designed two new solicitations to encourage translation of new knowledge to economic or societal impact: Accelerating Innovation Research (AIR), and Partnerships for Innovation (PFI) Promote the commercialization of promising technologies: The Budget proposes $12 million for the National Science Foundation (NSF) for a new Innovation Ecosystem in which universities partner with other institutions to increase the impact of the most promising innovations through commercialization, industry alliances, and start-up formation. Components of Innovation Ecosystem • Single Investigator and Small Groups of Faculty -Technology Translation Plan Competition (AIR/$4M) -Partnerships for Innovation (PFI/$7M) • Partnerships of Large Research Groups -Research Alliance Competition (AIR/$8M) Directorate for Engineering
AIR: Technology Translation Plan Competition ($4M) • Single Investigator and Small Groups of Faculty • Creates entrepreneurial small groups of faculty • Encourages academic researchers to translate technologically-promising, fundamental discoveries into commercial reality • PI or co-PI must be a current or prior NSF awardee and a faculty member at a US college or university at the time of award in the current competition • Develops technology translation plans to embark on the path towards full business plans Directorate for Engineering
AIR: Technology Translation Plan Competition ($4M) • Key Requirements per NSF 10-608 • LOI required and due December 1, 2010 • Full proposal due February 1, 2011 • Preliminary Technology Translation Plan (PTTP): $300k/2 Years per grant • Third party investment (1:1) required for budget requests in excess of $150k • Up to 25% in-kind, and the rest in cash • Final Technology Translation Plan (FTTP), submitted as a supplement to the original award: $50k • Presentation of FTTP at NSF • FTTP awardees (those selected to receive the supplemental funding) expected to attend and participate in a “Technology Showcase” (21 months) Directorate for Engineering
Partnerships for Innovation ($7M) • Single Investigator and Small Groups of Faculty • Requires academic groups to partner with small businesses • Creates a novel platform that can be applied to many markets • Stimulates the transformation of knowledge into innovations • Supports innovation capacity building through partnerships Directorate for Engineering
Partnerships for Innovation • Key Requirements per NSF 10-581 - LOI required and due October 1, 2010 - Full proposal due December 4, 2010 - Award: $600k/2-3 Years per grant Directorate for Engineering
AIR: Research Alliance Competition ($8M) • Partnerships of Large Research Groups • Builds synergistic research alliance between NSF -funded research consortium and other institutions to accelerate commercialization • Other partner(s): another research entity (either NSF-funded, other government agency funded, or privately funded), a small business consortium, or a local or regional innovation entity • Creates innovation ecosystem that fosters entrepreneurial culture, encourages spin-offs, and builds new partnerships Directorate for Engineering
AIR: Research Alliance Competition ($8M) • Key Requirements per NSF 10-608 • LOI required and due December 1, 2010 • Full proposal due February 1, 2011 • Award: $1M/2 Years per grant • Third-party investment (1:1) required • Up to 25% in-kind, and the rest in cash • PI (along with a representative from the partner entity, and a representative of a third party investor) must present (at NSF) the first year’s accomplishments and plans for the second year Directorate for Engineering
