ELPA Standard Setting ValidationFebruary 27th, 2007 Oregon Department of Education
Why are we here? • Standard Setting in December was important but raised some concerns • Unclear expectations from ODE the meaning and use of the proficiency levels • Difficult to review items across domains • Are the scores valid • Concerns raised about kindergarten
What’s changed? • We’re older and wiser • We’ll provide instructional based proficiency descriptors • Clear directions regarding the meaning and use of the proficiency • We’ll provide domain specific item books as references • Additional information regarding validity • Creating a kindergarten advisory group
What is your role? • To continue the work that was started in December • To help create proficiency levels that are meaningful to students, teachers and parents (given that ELPA is a new test) • To provide suggestions about improvement • Possibly participate in another standard setting session in August
