  2. Situation 1 • In a large cross country invitational, a runner finishes barefoot with chips attached to his/her ankles.

  3. Situation 1Referee’s decision • Need to check with clerks • Did they start with no shoes? • Rule 4-3-1a • Rule 8-3-3: Must wear assigned number and transponder

  4. Situation 2 • At the regional track meet, an athlete enters the shot put circle after being called “up”, and drops her shot after entering the circle. The shot then rolls out of the circle. The event judge allows her to retrieve the shot and complete her attempt, which places her 4th . • The coach of the 5th place athlete protests to the head field judge, saying that a foul should have been called. The referee is asked to issue a ruling.

  5. Situation 2Referee’s Decision • The referee ruled that no foul occurred since the athlete had not initiated an attempt, and that the throw was legal. (6-7-9c)

  6. Situation 3 • At a cross country regional meet, you are asked by the photo-finish evaluator for help on a ruling in the following photo

  8. Situation 3Referee’s Decision • The referee determined that since the difference between the runners was less then 0.1 seconds, the photo should be used to determine the order of finish. (Rule 8-3-3). • Note that the new NFHS rule book clarifies that when a combination of image-based (such as FinishLynx) and chip timing are used the order of finish based on the torso shall prevail. (Rule 8-3-4)

  9. Situation 4 • An athlete reports for the 100 m dash wearing full length tights under his boxer style uniform shorts. The tights are a leopard print design. When told by the clerk that the tights are not legal, the athlete’s coach appeals to the referee.

  10. Situation 4Referee’s decision • Under the new NFHS rules, the referee rules that the tights are legal, as they are considered foundation garments. (4-3-1b7).

Situation 5 • When a relay team checks in for the 4x100, the clerk notes that while all team members have white printing on a green jersey, one team member has the school name (eg, Bedford) while the other three have the team mascot (eg, Bearcats). The clerk tells them they are not legal, and the coach appeals to the referee.

Situation 6 • When a relay team checks in for the 4x100, the clerk notes that three team members have white jerseys with green printing, but the 4th team member has a green jersey with white printing. They are identical in all other respects. The clerk tells them they are not legal, and the coach appeals to the referee.

  15. Situation 7 • Upon arriving on day one of the Regional track and field meet, the referee is called to the pole vault area by the event judges. Along side the runway about 70 feet from the plant box  a mother bird is protecting a nest of about 3 eggs . This nest is in a high traffic  area where most of the boys scheduled to be jumping will taking off from. The mother bird at times is being very protective of the area screeching and flaring her feathers.

  17. Situation 8 • At the end of a seated race, the photo-finish evaluator asks the referee for assistance in evaluating the following picture:

  18. Situation 8Referee’s decision • OHSAA web site: FAQ indicates that finish is when the “center of the front axle” crosses the finish line. • World Para Athletics rules use the phrase “center of the axle of the leading wheel”.
